CBC 12-05-1996(3)CITY BEAUTIFUL C O M M I S S I O N 500 WEST MARKHAM MINUTES December 5, 1996 ROOM 108 LITTLE ROCK, AR 72201 (501) 371-4770 Call to Order W The City Beautiful Commission held its monthly meeting on Thursday, December 5, 1996, in the Sister Cities Conference Room. The Meeting was called to order at 8:15 a.m. by Chairman Frank Riggins. Roll Call Members Present: Frank Riggins James LaBorde Randy Stocks Pat Torvestad Lin Blair Absent: Josephine Graham Also Present: Bob Brown, Neighborhoods and Planning Mark Webre, Parks and Recreation Janeen Freeman, Parks and Recreation a:disk/cbc/word/cbc1296.min Approval of the Minutes: In the October minutes, under Members Present, Steve Cato's name was mentioned twice. One is all that is needed. A MOTION WAS MADE AND APPROVED TO ACCEPT THE OCTOBER MINUTES AS CORRECTED. In the November minutes, under Also Present, "Neighborhoods & Planning" is now known as "Planning & Development". A MOTION WAS MADE AND APPROVED TO ACCEPT THE NOVEMBER MINUTES AS CORRECTED. Polish The Rock: Jennings Osborne was nominated to receive the "Polish The Rock" award for his contributions in the lighting of the Zoo, River Market, and State Capitol grounds and also for his involvement in community events with the city. A MOTION WAS MADE AND APPROVED FOR JENNINGS OSBORNE TO RECEIVE THE POLISH THE ROCK AWARD Mark is still researching the ownership of the perennial garden site. Fountain: Mark will continue to coordinate a presentation from each group who wants to place the fountain. By -Laws: Mark passed out a proposal for changes to the By -Laws for commissioner's consideration. A MOTION WAS MADE AND APPROVED TO ACCEPT THE REVISED AMENDMENTS TO THE BY-LAWS. Revised copies will be provided at the next meeting. 1997 Issues: Discussion and comments of next years priorities went as follows: Primary function is to be an advisor for Parks and Recreation and city issues that fall within the commission's area of responsibility. Be more proactive. Landscape ordinance should be strengthened. a:disk/cbc/word/1296mtg.doc 2 Find what we need to do and focus on it. CBC should address front end of urban planning and development. Need to make list of Parks and Recreation events that come up in 1997 for CBC to be aware of and help support. When new appointees come on in January, then we should have more initiative in the community projects. Identify and recommend projects for `97 to B.O.D. to strengthen existing ordinances. Should get someone from CBC to be involved in other task forces and meetings. CBC representatives need to be at Board Meetings an a consistent basis. It was suggested that everyone come up with goals for the commission and discuss these items at the January meeting. Appointees: Dottie Funk has replaced Joe Robbins's position, and Dave Roberts has replaced Steve Cato's position. The committee still has another appointment to fill. The following commissioners have been nominated to serve as 1997 officers for the CBC: Jim LaBorde - Chairman Randy Stocks - Treasurer Lin Blair - Vice Chairman A MOTION WAS MADE AND APPROVED TO ACCEPT OFFICERS AS NOMINATED. Parks and Recreation Update: The Jimerson Creek Bridge project was over budget by $200,000.00. This will be made up by combining Phase 11 ISTEA funds with assistance from the Highway Department. Mark will bring plans to January meeting. The Southwest Pool bid was over budget again. The City is considering their options. Boyle Park will be renovated in the next 2-3 years. Similar to how Allsopp Park was renovated. a:di4-,1cbciword chc1296.min 3 Light Up Little Rock: Patty McLean with Customer Relations & Information will coordinate an announcement for the L.U.L.R. entries to be aired on the Government Access Channel. The prizes are: 1st Place - One night stay with breakfast at the Excelsior Hotel: 2nd Place - Tickets to the Repertory Theater along with Dinner: 3rd Place - Dinners from selected restaurants. All commissioners will be involved in the judging. Miscellaneous: The Central High Neighborhood Association will be having their "Beautify the Neighborhood with Creative Outdoor Lighting" contest from December 9 - 20.
