November 14, 1996
Call to Order
The City Beautiful Commission held its monthly meeting on Thursday, November
142 1996, in the Sister Cities Conference Room. The Meeting was called to order at
8:1 S a.m. by Chairman Frank Riggins.

Approval of the Minutes:
There was no approval of the October minutes due to no quorum. Approval of the
October and November minutes will be approved at the December 5, 1996, meeting.
Polish The Rock:
The "Polish The Rock" presentation at the November 7, 1996 Board Meeting was
postponed to November 19, 1996 Board Meeting.
Chairman Riggins would like to acknowledge individuals responsible for a Perennial
Garden near I-30 and 15th Street. Mark will take pictures and research.
Fountain:
The following companies have shown interest in placing the fountain in perspective
sites: Downtown Partnership-Rivermarket; Mr. Callans-Capitol Ave.; Little Rock
Downtown Rotary Club-I-30 Cumberland & 2nd St.; Cromwell Architects -Hope
site.
Mark will coordinate a presentation from each group who wants to place the
fountain. Each party will have until the March meeting to present their proposals.
City Beautiful Commissioners will make their decision afterwards.
By -Laws:
The By -Laws for the CBC need amending to reflect attendance requirements. Mark
will go through the By -Laws and make corrections as needed for these and other
issues and present for consideration at the next meeting. Status of any changes
should be reported to Mayor Dailey and Board of Directors.
Parks and Recreation Update:
Parks and Recreation is looking to hire someone on an 18th month basis to revise
and update the Parks System Master Plan.
Boo at the Zoo was a big success. There were over 24,000 people in attendance
this year. This is more than anytime before.
Zoo Redevelopment Plan is being refined. Completion is expected end of this
month.
Jimerson Creek bidding will open at the end of the month.
Southwest Pool Complex bid was thrown out for legal reasons. Re -bid opens end of
the month.
Light Up Little Rock:
Chairman Riggins will talk with Arkansas Democrat/Gazette to publicize event on
Friday, November 22, 1996. He will also ask Entergy and other contributors from
last year to pay for the ad. Deadlines for entries are December 7 and judging is
from December 12-18, 1996.
Pat will coordinate with Billie Holsomback in Customer Relations for B98.5's
involvement.
The prizes suggested were: 1st Place - one year pass from Parks and Recreation
for a family to use all amenities in the city. 2nd Place - One right stay with
breakfast at the Excelsior Hotel. 3rd Place - Tickets to the Repertory Theater along
with Dinner.
Jim LaBorde volunteered to be one of the judges.
Miscellaneous:
Mark invited CBC members to Tree Advisory Task Force meetings. Frank
requested Mark to provide an update on progress as needed.
CBC was encouraged to make an impact on the community through encouragement
of public art and to find more ways to beautify the city.
It was noted as a requirement that the CBC submit mid and end year reports to the
Mayor regarding its accomplishments.
Randy stated that Lee Sharp would like to submit an application for membership
with the CBC. He will invite Ms. Sharp to do so.
A letter, along with Ordinance No. 13,244 which states CBC's roles, was sent to
Mr. Byron Magnuss for his interest in becoming a member of the CBC.
There being no further business, the meeting adjourned at 9:45 a.m.
