MINUTES
October 3, 1996
The City Beautiful Commission held its regular monthly meeting on Thursday,
October 3, 1996, in the Sister Cities Conference Room. The Meeting was called to
order at 8:15 a.m. by Chairman Frank Riggins.

Approval of the Minutes:
The corrections to the September meeting are as follows:
1. Under Roll Call, Lip. Blair"s name was not listed as being absent.
2. Under Miscellaneous, Jun LaBorde requested time to make a presentation at
the next monthly meeting.
A MOTION WAS MADE AND APPROVED TO ACCEPT MINUTES AS
CORRECTED. .
Polish The Rock:
Director Linda Joyce will coordinate to have awards presented at Board of
Directors meeting on Thursday, November 7, 1996.
Lin Blair will check to see if we need more rocks for the awards, and will acquire
some if necessary.
Fountain:
Mark Webre will put together a list of people who are wanting to place the fountain
and the commission will then coordinate a hearing of interested parties and decide
on. its placement.
By -Laws:
A letter to Mark Webre from the Mayor, along with a list of resole+ions and
ordinances were passed out to CBC members. Chairman Riggins suggested that
everyone study the documents and be ready to discuss at next .meeting.
Parks and Recreation Update:
Shellie Sawrie represented Parks and Recreation due to Mark Webre's absence.
She mentioned that a girl scout troop is adopting a park and that they assisted the
Landscape Maintenance Staff in transplanting 41,000 plants to be used in the
Adopt -A Park Program. There are now approximately 37 AAP sites throughout the
city.
Shellie also invited everyone present to attend Hindman Park Dedication.
Shellie showed boards of the upcoming Southwest Community Center Pool.
The CBC is interested in participating in the Big Clean Up Day.
Light Up Little Rock:
The application deadline for entering the contest will be December 7, 1996, and the
judging will be from December 12 - 18. Mark Webre is to set up a meeting with Pat
Torvestad and Karen Reilly, Customer Relations and Information Manager, to
discuss advertising opportunities.
Pat will ask B98.5 and other radio stations to sponsor or co-sponsor this event.
Parks and Recreation will check into providing passes, shirts, coffee mugs, etc. for
prizes.
Miscellaneous:
The City Beautiful Commission received a letter of resignation from Judy Brown.
Steve Cato and Joe Robbins were each presented a "Polish The Rock" award for
their outstanding service on the City Beautiful Commission.
Linda Joyce invited the commission members to come to a planning meeting on
October 16, 1996, at 4:00pm in the Sister Cities Conference Room for a 1999 Sister
Cities Conference. The Sister Cities Conference desires to develop an international
Garden and she would like the CBC to play a role in locating this garden.
Jinn LaBorde presented a design for an Adopt -A Park site at Nancy & Danwood
Manor in the Westwood Neighborhood. This site will be developed in cooperation
with the Westwood Neighborhood, Parks and Recreation, and Public Works. The
tree removal, to be performed by Public Works, has delayed the construction of the
site. Parks and Recreation staff will continue to coordinate this effort.
