Markham Little Rock, AR 72201 Dear Mark: I would like to bring to your attention the policies created by the Little Rock Board of Directors that _ pertain to our Boards and Commissions. These Resolutions and Ordinances govern the actions of City Beautiful Commission in conjunction with your own bylaws or rules and regulations. It has come to our attention that all Boards and Commissions may not be aware of these policies. Enclosed please find copies of each. You will note in Ordinances #13,554 and #14,492 that there is an established attendance policy. Ordinance #13,554 states "that when a member of a Board or Commission has missed more than 25% of all regular meetings of that particular Board or Commission in one calendar year or more than 3 consecutive regularly scheduled meetings, then such person is automatically removed from such position unless, prior to the next scheduled meeting of the City Board of Directors, the member --submits in writing the reasons for such absences and expressed his desire to remain on the Board or Commission, then the City Board of Directors, by a majority vote, shall allow the member to continue to serve." Ordinance #14,492 amends Ordinance #13,554 to include "provided, any Board or Commission of the City of Little Rock, except the Civil Service Commission, Planning Commission and Board of Adjustment, each of which hears regularly scheduled petitions from the public, may submit its own attendance policy in writing to the City Board of Directors. If the City board approves the policy by a majority vote, that Board or Commission shall then be exempted from the provisions of this Ordinance." If the City Beautiful Commission is interested in modifying its attendance requirements, please present a Resolution to the Little Rock Board of Directors for our approval. Further, it is the responsibility of your Commission to contact Angela Hoofman in the Board of Directors' office when a City Beautiful Commission member has violated the attendance policy. That position will become available for appointment (or re -appointment of the member by majority vote). I would like to ask that the City Beautiful Commission write letters to citizens who have applied for positions on your Board/Commission to express appreciation for their willingness to serve and let them know that, although they were not selected for appointment at that time, they should continue to keep in touch for future position openings. You will receive a packet containing applicants' letters and resumes from Angela Hoofman. In Resolution #5,680, Exhibit "A" Section 1 of the document refers to legal notice in the newspaper identifying all vacant positions. The notice now appears repeatedly on Government Access Channel 11 instead of a single legal notice in the newspaper. Please relay this information to the members of the City Beautiful Commission. The City Clerk shall cause to be published a legal notice outlining all vacant positions, the deadline for application and the designated staff person to contact for information. This notice will be published six weeks prior to the appointment date. At the time of the public announcement, the chairman of the affected commission will be notified for recommendations on reappointment. SECTION 2. Resumes must be submitted to the City Manager's Office by all interested applicants within thirty (30) days ❑f the published legal notice. Sample resume formats will be available from staff. Any recommendations on applicants must be submitted in writing within thirty (30) days of the date of publication of the legal notice. SECTION 3. After the submission deadline the Board will review all resumes and recommendations and select candidates.
