Call to Order
The City Beautiful Commission held its regular monthly meeting on Thursday,
September 5, 1996, in the Sister Cities Conference Room. The Meeting was called
to order at 8:15 a.m. by Chairman Frank Riggins.

Approval of the Minutes:
The corrections to the September meeting are as follows:
1. Under Polish The Rock, second paragraph, Randy Stocks showed a video
of a house at 5703 Lee St. That address should read 5705 Lee St.
2. Under Landscape Awards, the presentation was held on September 3
instead of September 5.
A MOTION WAS MADE AND APPROVED TO ACCEPT MINUTES AS
CORRECTED.
Landscape Variance Hearing:
Don Renshaw, AIA, Agent for the Fire Department presented photos of the
firestation's building improvements at 524 E. 9th St. The new fire station is to be
built over the existing station's building footprint to help fit new Fire Department
needs. The site leaves little for landscape on the west and north sides, but adds
additional landscape opportunities to the east.
A MOTION WAS MADE AND APPROVED TO ACCEPT THE
LANDSCAPE VARIANCE AS DESCRIBED AND RECOMMENDED BY
STAFF.
Polish The Rock:
Chairman Riggins presented Bob East Construction to receive Polish The Rock
Award. Bob East Construction along with Matthew Hampton recruits youth -at -risk
to teach and apply knowledge in construction projects, downtown trash pick-up and
general yard maintenance.
Randy Stocks gave additional history of the house at 5705 Lee Street. There were
past and present photos taken and no landscape company was involved. Randy
Stocks will notify recipients at 5705 Lee Street by letter of the Polish The Rock
Award and recognition.

CONSTRUCTION AND RANDY AND CLAUDETTE RIPLEY WHO LIVE
AT 5705 LEE ST. POLISH THE ROCK AWARDS.
Landscape Awards:
The Landscape Awards ceremony had a great turnout and was successful.
- Special Presentation (Fountain):
Stan Jackson with Cromwell Architect Engineers gave a presentation on the historic
fountain that Parks and Recreation owns. The city of Hope met to create a parklike
atmosphere in a 1940's neighborhood at the Clinton's home in Hope, Arkansas.
They want the fountain in a garden there. Cromwell will arrange for the moving and
installing of the fountain. It is expected to be open by next Spring. Additional
consideration by the City Beautiful Commission will be forthcoming.
Parks and Recreation Update:
Mark Webre gave an update on the Zoo Masterplan. He commented that the
community is not behind the Zoo as much as expected. It was suggested to
broadcast the zoo on the Government Access Channel to help with the involvement
of the community.
Light Up Little Rock:
Pat Torvestad and Judy Brown along with Parks and Recreation are to coordinate
and make public of this event. Mark will call to set up a meeting for this.
Miscellaneous:
The City Beautiful Commission received a letter of resignation from Joe Robbins,
III.
Steve Cato's term ends in October and it was requested by members to have him
present at next meeting. Steve accepted.
Judy Brown is doing work for a new television station, KKYK, and wants to
approach them with helping the zoo by raising money for 13 shows, all in which the
topics may be different. Mark Webre will suggest to Bill Bunten, Director and
Bryan Day, Assistant Director of Parks and Recreation.
There being no further business, the meeting was adjourned at 10:00 a.m.
