CBC 03-07-1996MINUTES March 7, 1996 CITY BEAUTIFUL C O M M I S S I O N 500 WEST MARKHAM ROOM 108 LITTLE ROCK, AR 72201 (501) 371-4770 Call to Order The City Beautiful Commission held its regular monthly meeting on Thursday, March 7, 1996, in the Sister Cities Conference Room. The meeting was called to order at 8:15 a.m. by Chairperson, Frank R.iggins. Roll Call Members Present: Frank Riggins Josephine Graham James LaBorde Joe Robbins, III Pat Torvestad Also Present: Joan Adcock, Vice Mayor Bob Brown, Neighborhoods and Planning Carol Dolan, Parks and Mark Webre, Parks and Recreation Janeen Freeman, Parks and Recreation Absent: Lin Blair Steve Cato Unexcused Absence: Judy Brown Approval of"' the Minutes: It was noted by Bob Brown that he was recognized as "Commissioner Brown" in the minutes for February, 1996. In addition, the minutes erroneously reflected Joe Robbins in �:Atendance at February's meeting. A MOTION WAS MADE AND SECONDED THAT THE COMMISSION APPROVE THE MEWTES OF THE FEBRUARY MEETING WTH THE ABOVE E-KCEPTIONS NOTED. 1MIOTION CARRIED. Quality En, vironment and Litter Control Task Force: Mice Mayor Adcock addressed the Commission regarding quality environment and litter control for the City of Little Rock. The Task Force serves to attack problems of litter and work to improve the air and water quality, along with other beautification issues in addressing the overall environment. The group meets at 8:00 a.m. twice a month at the University Adult Leisure Center. Ms. Adcock discussed the depth of this city --wide litter program, the goals and challenges and the programs/committees the 'cask Force has created: • The Education/Schools Committee is to develop and recommend new education programs, and to work with the School District for implementation • The Neighborhoods Committee is to survey existing conditions of neighborhoods, identify neighborhood anti -litter needs and identify ways to work with neighborhoods, develop specific recommendations for cleanup programs • The Ordinance/Enforcement Committee is to work with the City Legal and Police Departments in developing ordinances, securing citizen feedback and developing creative and effective ways for enforcement of the ordinances with good citizen participation and other support • The Business Industry Committee will work with all City businesses and industries to involve them in the program and to identify ways they may be active partners in all aspects of the program. • The Promotional/Research Marketing Committee is to develop ways to market new and existing programs and activities. • The Local Government Committee is to identify ways that the City government can improve its efforts both in enforcing and developing new programs to target the problem. Chairperson Riggins, who is a member of the Task Force, encouraged the Commissioners to give their support to this program by attending the press conference scheduled Monday, March 18 at the 12`' St. Alert Center to kick off the litter clean up and to volunteer their time where needed. Parks and recreation Update: Mark Webre noted that the contractor had been selected to upgrade Gillam Pool. Gillam Pool will have its mechanical room, pool deck and parking improved. The River Market District is making steady progress on several projects. The River Market facility is going up currently and is anticipated to meet its May deadline. Commerce Streetscape/Park Entry and Riverfest Amphitheatre improvements are on the design board and are planned to be completely installed by mid -May. The food court for the Riverfest Amphitheatre is currently taking bids for its improvements. Finally, the City of Little Rock Parks and Public Works Departments are preparing construction documents for streetscape improvements on portions of Markham, Commerce and Rock Streets. The Zoo has recently received harsh television coverage about its condition from a local station. Parks has support from the Mayor's and the City Manager's offices. The Zoo Master Plan effort has been ongoing since the first of this year and it will address the old issues that the television station has brought to attention. Chairperson Riggins suggested a letter be sent to the media supporting the Parks and Recreation Department's commitment and efforts to► ,,) ds the Zoo. Mark discussed the electrical, upgrading at Boyle Park and the installation of a new fountain at Ottenheimer. Jonesboro Beautification: Commissioner Graham handed out literature regarding the "Adopt an Intersection Program" and summarized ]how the program works. Miscellaneous: Chairperson Biggins advised the Commission that he had talked with Jim Goodhart and Jim reiterated that his decision to resign from the Commission was due to increased commitments personally and professionally. Jim submitted his resignation in writing to Mayor Dailey. Mark Webre suggested contacting City Clerk to review resumes' on file for a potential replacement of Jim. Bob Brown, Neighborhoods and Planning, advised he would not be able to attend next month's meeting; however, Richard Wood will attend. A MOTION WAS MADE AND SECONDED THAT THE MON9'DLY CITY BEAUTIFUL MEETINGS WOULD COME TO ORDER. AT 8:I5 A.M. MOTION CARRIED.
