3 A RESOLUTION TO EXTEND THE HEIGHTS TEMPORARY
4 ENTERTAINMENT DISTRICT, FOR FOUR (4) DAYS ON OCTOBER 20,
5 2022, OCTOBER 23, 2022, OCTOER 29, 2022, AND JANUARY 19, 2023;
6 AND FOR OTHER PURPOSES.

8 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
9 Little Rock, Ark., Ordinance No. 21,761 as amended which permitted the creation of a Temporary
10 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
11 WHEREAS, the City Board of Directors determined the creation of a Temporary Entertainment
12 District as proposed by Ordinance No. 21,761 as amended is appropriate as recommended by the Planning
13 &Development Department; and,
14 WHEREAS, the City Board of Directors adopted in Resolution 15,529 (September 7, 2021), the
15 Heights Entertainment District as a Temporary Entertainment District providing days and hours of
16 operation to be September 16,2021,October 21,2021,and November 18,2021,from 4:00 PM to 9:00 PM;
17 and,
18 WHEREAS, the City Board of Directors adopted in Resolution 15,647 (April 5, 2022), the Heights
19 Entertainment District as a Temporary Entertainment District providing days and hours of operation to be
20 on April 21,2022,and end July 21,2022,providing days and hours of operation to be April 21,2022,from
21 4:30 PM until 9:30 PM; April 22, 2022, from 4:30 PM until 9:30 PM; May 5, 2022, from 4:30 PM until
22 9:30 PM; May 19, 2022, from 4:30 PM until 9:30 PM; June 16, 2022, from 4:30 PM until 9:30 PM; and
23 from July 21,2022,from 4:30 PM until 9:30 PM;and,
24 WHEREAS, the City of Little Rock has received an application to extend the Temporary
25 Entertainment District to begin on October 20,2022,and end January 19, 2023,providing days and hours
26 of operation to be October 20, 2022, from 5:00 PM until 9:00 PM; October 23, 2022, from 1:00 PM until
27 9:00 PM; October 29, 2022, from 10:00 AM until 9:00 PM, and January 19, 2023, from 5:00 PM until
28 9:00 PM.
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS.
31 Section 1. The Heights Entertainment District is hereby created by the City of Little Rock as a
32 Temporary Entertainment District on September 7,2021,and subject to Ordinance No.21,761,as amended
33 and its defined terms.

1 Section 2. Boundaries. The temporary boundaries of the Heights Entertainment District are the
2 District that includes the location of the Temporary Entertainment District runs along Kavanaugh Boulevard
3 from University Avenue in the west to North Polk Street in the east. In addition, the District includes
4 Kavanaugh Boulevard from Cantrell Road running north along the eastern side of Kavanaugh Boulevard
5 to the intersection of Club Road and North Van Buren Street. Finally,the District includes the area zoned
6 for business immediately north of the intersection of Club Road and North Van Buren Street.
7 Section 3. Timeframe. The Heights Temporary Entertainment District will be designated as a
8 Temporary Entertainment District upon the adoption of this resolution and shall expire on January 19,2023.
9 The dates and times are October 20, 2022, from 5:00 PM until 9:00 PM; October 23, 2022, from 1:00 PM
10 until 9:00 PM;October 29,2022,from 10:00 AM until 9:00 PM;and January 19,2023,from 5:00 PM until
11 9:00 PM. The City reserves the right to amend boundaries and hours of operation at its sole discretion.
12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
16 resolution.
17 Section 5. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
18 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
