Members Present: Steve Cato Jim Goodhart Lin Blair Josephine Graham Liz Williams Also Present: held its regular meeting on City Board Conference Room, meeting was called to order by Jo Rancifer Joyce Raynor Joe Robbins Merle Seamon Truman Tolefree, Assistant Director, Parks & Recreation Becky Switzer, Executive Secretary, Parks & Recreation Jim Sick, Parks Maintenance Mgr., Parks & Recreation Mark Webre, Project & Design Mgr., Parks & Recreation Bob Brown, Plans Review Specialist, Neighborhoods & Planning Richard Wood, Zoning & Subdivision Mgr., Neighborhoods & Planning I. Roll Call - Six members present. Ii. Approval of Minutes - Jim Goodhart made a motion to approve the minutes from the last meeting. Joyce Raynor seconded the motion. All in favor. III. City Beautiful Kids - Jim Sick and Steve Cato asked the commissioners if they know of anyone that would be interested in the fund raising position for the City Beautiful Kids, to please let them know. They need to find someone soon. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Minutes March 9, 1994 Meeting Page 2 Jim Sick stated that JTPA will certify the kids on March 12th and 19th. The interviews for the City Beautiful Kids will be held on April 9th and 16th. The interviews start at 9:00 a.m. and are held in the Parks and Recreation offices. Jim asked that the commissioners check their calendars and call Becky to let her know what day you can interview. At this time Steve Cato presented Merle Seamon with a plaque for his service as the past Chairman of the City Beautiful Commission. IV. Lighting Project Update - Truman Tolefree stated that the Osbornes have requested a preliminary design of the lights for the Zoo. If anyone would like to see the plans they are in the Design section of the Parks Department. Joan Adcock will meeting with the Osbornes on Monday to go over the plans for the lighting project. Jim Goodhart feels that a representative from the City Beautiful Commission and the Friends of the Zoo should be at the Osborne meeting since they have not officialy agreed to co-sponsor this program. Jim Goodhart stated that there is not much to update on the Lighting Project because the committee has not met since everyone met at the Zoo to do the walk thru. Mark Webre stated that the tentative date for the -next meeting with the FOZ is scheduled for March 17th. Jim Goodhart will be the contact person -for the City Beautiful Commission but if anyone is interested they can attend the meeting. V. By -Laws - Jim Goodhart passed out copies of the By -Laws that included the changes that he feels needs to be made. Jim asked that Becky type the By -Laws making the corrections and to have them ready to pass out at the next City Beautiful Meeting. Minutes March 25, 1994 Meeting Page 3 VI. Miscellaneous - Joyce Raynor asked about forming a committee to plan a Clean -Up Day. Jim Goodhart stated that there are a few people that he needs to contact and he will set up a meeting to set the date for a Clean -Up Day. The people who are interested in this committee can meet at Jim's office, 15th Floor of the TCBY Building at 2:20 p.m. on Friday. The ones on the committee are Joyce Raynor, Liz Williams and Jo Rancifer. The next meeting for the Adopt -A -Park is April 12th. The press conference to kick off Adopt -A - Park will be April 13th. Jim Goodhart asked that the commissioners be at the press conference. Jim Goodhart has spoken to Michael Hutchinson to see about getting the Board of Directors there. Vince Bailey from the City Access Channel will be at the press conference to film the event to be used as a PSI. Jim would like to have kids to participate in the press conference Karen Reilly has been working on this with Jim and she will get a press release out and will have the Adopt -A -Park signs there. Joyce Raynor would like to have t-shirts for the commissioners to wear that would endorse the Adopt -A -Park program. Joyce made the motion to buy t-shirts for the press conference. Liz Williams seconded the motion. All voted in favor of the motion. Steve Cato assigned Joyce to design the t-shirts. Mark Webre suggested that the commission buy a supply of shirts to give to someone who becomes_ a_ part_o�f__the__Adopt-A-Park program. Liz Williams informed the commissioners that the Parks Department had a great display at the Flower and Garden Show and that the Adopt -A -Park project was included in that display. Steve Cato received a call from the Allen Rothman Agency whose client, Georgia-Pacific would like to give away tree seedlings through the City Beautiful Commission. Steve asked that Liz Williams to check in to this on behalf of the commission. Minutes March 9, 1994 Meeting Page 4 Steve Cato stated that the Winterfest checking account needs to be closed because it is losing money. Liz Williams made the motion to close this account and Lin Blair seconded. All in favor. Liz Williams asked if Bob Brown had made the list of the commercial applications to be used for the City Beautiful Awards. Liz stated that she will drive by the commercial listings and she will bring back the best ones and the commission can then vote on them. Liz said she will also work on a date to give the awards and also what other categories for the awards. Merle Seamon stated that he and Jo Rancifer are representing the City Beautiful Commission on the Capitol Ave. Task Force. Merle explained that there are some portions of Capitol Ave. that are suppose to have the trees already there removed and replaced with elms. Merle feels that as a commission it should not back the removal of these trees. Everyone on the commission agreed. Mark Webre informed the commission that the Downtown Pantership will be doing a presentation today at 3p.m. on the Downtown Urban Design Study at the UALR Law Center. VII. Adjournment - Jim Goodhart made the motion to adjourn the meeting. Lin Blair seconded. All in favor.
