CBC 08-09-1994The City BeduuU Commission The City Beautiful Commission held its regular meeting on Tuesday, August 9, 1994 in the City Board Conference Room, 2nd Floor of City Hall. The meeting was called to order by Steve Cato, Chairman. Members Present: Steve Cato Jim Goodhart Liz Williams Also Present: Lin Blair Jo Rancifer Director Linda Joyce, City of Little Rock Mark Webre, Design Project Mgr., Parks & Recreation Bob Brown, Plans Review Specialist, Neighborhoods & Planning Becky Switzer, Executive Secretary, Parks & Recreation I. Roll Call - Four members present. II. City Beautiful Kids - The City Beautiful Kids program ended last Friday. Mark Webre passed out copies of a booklet that the children did in the Creative Writing program that was conducted with the Arts and Humanities Department. There is a mural in Kanis Park along the intersate that was painted to reflect the stories and poems in the booklet. Mark apologized to the members of the City Beautiful Commission for the problem that some of them had in finding the location of the City Beautiful Kids Award Breakfast. Mark suggested that next year the commissioners help the Parks Department in the planning of the breakfast. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Minutes Aug. 9, 1994 Meeting Page 2 A survey was filled out by the City Beautiful Kids on what they liked and disliked about the program. Mark stated that he will report on that survey at next months meeting. III. Lighting Project Update - Jim Goodhart spoke to Laura Ann Ross from Friends of the Zoo and she informed Jim that as soon as the Zoo Days Project is completed that she will set up a meeting to go over the Lighting Project. Mark Webre stated that he had spoken to David Couch and that a tentative date of August 18th has been set for a lunch meeting at the Adult Center. Mark will get back with the commissioners who are interested in this meeting once he gets more information. IV. Light Contest Update - Joe Robbins was not at this meeting to report on this project. Mark Webre empasized that time is getting short. V. Parks and Recreation Activities - Mark Webre reported that there are now nineteen participants in the Adopt -A -Park Program. At the next meeting Mark will bring the drawing of the Children's Zoo so it can be viewed by the commissioners who have not had the opporunity to see it. The RFP's for Fourche Creek are coming in. This is 2000 acres of wetland that can be used as park ----' land. Mark has received several RFP's from national firms. Mark requested that the City Beautiful Commission write a resolution supporting the Fourche Creek project. Linda Joyce stated that she co-chaired this committiee and she would like to see the commission step forward on the resolution. Mark reported that Hindman Golf Course has recieved a National Audobon Society Award on how the grounds of the golf course is maintained. Only 17 of 13000 golf courses recieved this award. Linda Joyce asked if the commission could have a resolution ready by next Tuesday nights Board Meeting regarding this award. W Minutes Aug. 9, 1994 Meeting Page 3 VII. Miscellaneous - Jim Goodhart made a motion, seconded by Lin Blair to have two commissioners to work on getting a replacement for Merle Seamon's postion on the City Beautiful Commission. Jim would like the recommendations that are made brought back to the commission for a review and then they could be passed on to the Board of Directors to be voted on. Lin Blair and Liz Williams will work on the recommendations. Liz Williams asked about the Allsopp Park Project. Mark Webre stated that the bids are out. There will be a lot of work taking place in the next few months. The restroom will be demolished and a new facility relocated closer to the ballfield. There will also be asphalt work on walkways and bike ways, with the hopes of encouraging more walking and biking activites in the park. Linda Joyce asked about the status of Boyle Park. Mark reported that new playground equipment will be installed soon and a $300,000.00 ISTEA Grant will fund bike paths and walk paths in this park. Lin Blair would like to see later in the year if something can be done for the volunteers of the Adopt -A -Park Program, such as a picture of their Adopt -A -Park sign. In addition Steve Cato would like to have a luncheon and presentation of certificates to the volunteers. Lin Blair stated that she followed up on the Robert McCord commentary and contacted the City of Pine Bluff regarding the murals that are painted on the downtown buildings. The Executive Director of the Main Effort, Montine McNulty sent photos of the murals so that the City Beautiful Commissioners could view them. The money used to pay the artist is raised with corporate sponsorships. The murals can cost between ten and fifteen thousand dollars. The murals depict the history of Pine Bluff. There are some nights that chairs are set up, and people come to watch the artist and listen to music. Besides the corporate sponsors, the group also works with the Downtown Partnership. Minutes Aug. 9, 1994 Meeting Page 4 Linda Joyce stated that she will be meeting with the Little Rock Downtown Partnership and she will mention the idea of painting murals in the Little Rock area. She feels that something like this would help bring more people back into the downtown area of Little Rock and make it an enjoyable place to be. Steve Cato was contacted by a company asking if the City Beautiful Commission would be interested in selling entertainment coupon books to raise money for the commission. The commissioners are not interested in this project. VIII.Approval of Mintues - Liz Williams made the motion to accept the minutes from last months meeting as written. Jo Rancifer seconded.
