The City Beautiful Commission held its regular meeting on
Tuesday, July 12, 1994 in the City Board Conference Room,
2nd Floor of City Hall. The meeting was called to order by
Steve Cato, Chairman.

I. Roll Call - Five members present.
II. Approval of Minutes - Joe Robbins made the motion
to approve the minutes of the last meeting. Lin
Blair seconded. All ayes.
III. City Beautiful Kids - No report at this time.
IV. City Beautiful By -Laws - Tabled until Jim
Goodhart could attend the meeting.

V. Lighting Contest Update_- Joe Robbins asked that
everyone look over the information that he passed
out at the last meeting and to please,contact him
and he will bring the new flyer to the next
meeting.
Jim Goodhart came into the meeting at this time. Six
members now present.
Jim Goodhart said that he likes the idea of
traditional and creative because he feels that
traditional does not mean just religion. Merle
suggested that the commission might consider
dividing the city into different areas such as
the wards so that the money can be divided
evenly.
Joe Robbins spoke to Director Adcock and she said
that she would help get the information out in
the Southwest Little Rock area.
Joe stated that--the---most--important thing that
the Commission needs to work on is to work
together on how to conduct the contest and to
get the information out to the different parts of
the city. The information will need\to go out
the first of November. Joe asked again that
all either put their information in writing
or to give him a call so he can have something
ready by the next meeting.
At this time Steve Cato asked if Jim Goodhart was ready to
act on the City Beautiful Commission By -Laws? Jim made the
motion to approve the By -Laws with the changes that have
been made. Lin Blair seconded the motion. All voted in
favor of the motion.
Joe Robbins asked the commissioner if a commission member
has a job with the city would he have to step down from the
commission? Jim Goodhart stated that there is not a
provision covering that in the by-laws.
Joyce Raynor came into the meeting. Seven members present.

VIII. Miscellaneous - Joe Robbins informed the group
of a commentary that ran on Channel 11 that
mentioned that the City of Little Rock City
Beautiful Commission should take a look at the
City of Pine Bluff and the paintings that have
been painted on the walls of some of the downtown
buildings. Joe would like to for someone to
contact the City of Pine Bluff and find out how
this project works. Lin Blair stated that she
would make the contact.
At this time Steve Cato read Merle Seamon's
letter of resignation. Because of his work
load, Merle has decided to resign but he will
continue to serve until a replacement can be
found. Steve asked that Becky refer the letter
to the proper person.
Merle reported on the Capitol Avenue Project.
Merle said that the group working on this project
is considering changes to the plan. This is
being done after several__ meetings with
neighborhood representatives and business owners
to see how they felt about the project. Money
has been transferred to use for changes in the
planning designs.
Josephine Graham suggested that some of the
commissioners need to go and visit the Dunbar
Garden Project and Pratt Remmell, Jr., who is
working with children to teach them to plant
and raise different plants. The garden is
located at 18th and Chester behind the Dunbar
Recreation Center.
IX. Adjournment -Lin Blair made the motion to
adjourn and it was seconded by Merle Seamon.
All were in favor.

Street buildings. The idea came from Pine Bluff's Downtown
Development Corporation.
It's an idea that other cities ought to copy, especially
Little Rock. Years ago the Little Rock City Beautiful Commission
had a couple of murals painted on walls of empty stores, but one
was lost when the building was torn down and the other one has
faded nearly beyond recognition.
Eventually Pine Bluff will have 22 paintings, huge, three-
dimensional works of art that tell the history of Pine Bluff and
southeast Arkansas. They provide not only art but theater;
hundreds come downtown to watch the artists at work on special
Mural Watch nights.
One unexpected development concerns graffiti. The paintings
are applied so as to be nearly graffiti -proof. But the
interesting thing is that since the first mural was finished last
year, there has been no graffiti anywhere on Main Street. Little
Rock's City Beautiful Commissioners need to come downtown again
and see how drab it is. Then, take a trip to Pine Bluff.
