The City Beautiful Commission held its regular meeting on Tuesday, May 9, 1995 in the City
Board Conference Room, 2nd floor of City Hall. A public hearing was held before the regular
meeting. The meeting was called to order by Lin Blair, Chairman at 10:00 a.m.

I. Roll Call - Five members present.
II. Approval of minutes:
Exception to April 11 minutes: Mark Webre advised that under Section IV -City
Beautiful League, third paragraph, currently reads "work schedule and locations
be more available to Channel 11 ", and should read "work schedule and locations
be made available to Channel 11".
Exception to March 14 minutes: Bob Brown advised that under Section II -Staff
Recommendations (landscaping), second page, it currently reads "Liz Williams
stated that the commission needs to set a precedence so that others requesting a
variance cannot do the same as the Jetts just because of a concrete situation", and
(Mr. Brown) believes she meant "needs not to set a precedence".
Further exception to the March 14 minutes: Bob Brown advised that under
Section III, second page, it currently reads "120 days from issuance of landscape
ordinance" and it should read " 120 days from issuance of landscape permit".
Lin Blair made a motion to accept the minutes, including the exceptions noted for
the March 14 and April 11 meeting, Steve Cato seconded the motion. All in
favor. Motion carried.

III. Treasurer's Report:
Joe Robbins reported the last statement received reflects a balance
of $2,753.67. Nothing else to report at this time.
IV. City Beautiful Kids:
Truman Tolefree, Assistant Director of Parks and Recreation, attended the
meeting to discuss City Beautiful Kids Environmental Youth Team
program. Truman repotted that in 1986 when the program was
implemented funding of $120,000 was received from JTPA for
approximately 120 kids. In addition to that amount, donations of
approximately $15,000 was received from the private sector for a total of
$135,000. However, due to federal cut backs each year since the
implementation the program has suffered reduction in funding resulting in
the reduction of how many kids can be approved to participate in this
program. For example, last year the funding would only support 60 to 80
kids. 'This year MA has informed us that due to drastic federal funding
cut backs, they would not be able to support the program at all. However,
the city has made a commitment to liter control therefore giving the
program a brief reprieve. The Parks Department has a component that we
are going to be offering, Public Works has a component that they are
going to offer, and Neighborhoods and Planning will offer another
component.
Director Linda Joyce asked that a list be provided to Commissioners of
past and current supporters of the City Beautiful Program.
V. Parks and Recreation Update:
Also, Jim Sick is to contact Lin regarding interviews; Billy Honlsenback is
to distribute flyers regarding interviews to the Little Rock School District
for the upcoming weekend.
A list of Neighborhood Association members is to be provided by Mark
Webre to the Commissioners.
Discussion of Commissioners possibly adopting a park. information
regarding Adopt -A -Park to be provided to the Conunissioners.
Neighborhood grant information is to be provided to Commissioners by
Mark Webre.
Director Joyce asked City Beautiful Commission to write letter to
Arkansas Highway and Transportation Department requesting support
towards beautifying streets and highways.
Adopt -A -Spot Program; lunch appointment will be scheduled to move this
forward.
Commissioners requested input to be provided regarding logo proposal.
Adjournment - Motion made to adjourn the meeting. Motion carried.
