AN ORDINANCE TO AMEND ORDINANCE NO. 14,511
CODIFIED IN CHAPTER 5 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK,
ARKANSAS, CONCERNING AMBULANCE SERVICES
AND OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Section 2 (b) (3) of Ordinance No. 14,511, of
the City of Little Rock, Arkansas, is hereby amended to read as
follows:
.That the Ambulance Authority may, after bid procedures,
select a private ambulance company for an exclusive contract to
provide ambulance personnel to operate the ambulance service in
the City of Little Rock. The ambulance company shall provide the
ambulance personnel necessary to operate the equipment owned by
the Authority and to provide those management functions delegated
to it under contract by the Ambulance Authority. The Ambulance
Authority shall own, or serve, as a primary lessee of all
ambulance and communication equipment, do all billings and
collections and shall provide all administrative oversight for
the ambulance service system. Nothing in this provision shall
prevent the Ambulance Authority from operating the ambulance
service and providing its own personnel.
SECTION 2. Section 3(b)(3) of Ordinance No. 14,511, is
hereby amended to read as follows:
Ambulance Contractor (Contractor) means the private
ambulance company, if any, that contracts with the Authority to
provide ambulance-services to the City operating alone or
pursuant to any Interlocal Agreements approved by the City Board

1 of Directors with Pulaski County and other municipalities within
2 the County.
3 SECTION 3. Section 3(b)(9) of Ordinance No. 14,511 is
4 hereby amended to read as follows:
5 9. Arkansas Emergency Physicians' Foundation (AEPF, Inc.)
6 means the non - profit professional and charitable organization
7 composed of licensed physicians, a majority of whom are
8 regularly engaged in the full -time professional practice of
9 emergency medicine; and, which as used herein, may apply to this
10 organization, or any similar organization, or a separate board
11 created by the City.
12 SECTION 4. Section 3(b)(11) of Ordinance No. 14,511 is
13 hereby amended to ready as follows:
14 11. Base Station Physician means a physician licensed under
15 the Arkansas Medical Practices Act, and certified by the AEPF,
16 Inc., or the American College of Emergency Physicians.
17 SECTION 5. Section 6(a) of Ordinance No. 14,511, is hereby
18 amended to read as follows:
19 The City Manager may contract with the Arkansas Emergency
20 Physicians' Foundation (AEPF, Inc.) or any similar organization
21 to provide medical advice to the Authority, and physician
22 supervision and medical quality control over the Little Rock
23 amubulance service system.
24 SECTION 6. Section 6(b)(2) of Ordinance No. 14,511, is
25 hereby amended to read as follows:
26 A. The AEPF, Inc., or similar organization, shall perform
27 medical audits when requested by the License Officer, at the
28 request of the Chairman of the Authority, the City Manager, any
29 member of the Little Rock Board of Directors, any licensed
30 paramedic, any licensed physician, or any member of the Ambulance
31 Authority Board in accordance with the terms and conditions of
32 its contract with the City.
33 SECTION 7. Section 9 of Ordinance No. 14,511, is hereby
34 repealed.

SECTION 8 Section 14 of Ordinance No.14,511, is hereby
amended to read as follows:
The Ambulance Authority and AEPF, Inc., or other similar
organization, shall negotiate the fee to be paid for the services
set out above.
SECTION 9. The second sentence of Section 17 of Ordinance
No. 14,511, is hereby amended to read as follows:
Authority for the management of the scene of a medical
emergency shall be vested in the Senior Paramedic or EMT in
charge until appropriate public safety officials arrive on the
scene and take control.
SECTION-10. The first sentence of Section 20 (A) of
Ordinance No. 14,511, is hereby amended to read as follows:
The medical audit process shall be conducted under the
supervision of the Medical Director and each medical audit
hearing shall be directly supervised by a physician appointed by
the Medical Director pursuant to the terms and conditions of the
contract between the City and AEPF, Inc., or other similar
organization.
