3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A SUB AWARD WITH THE UNIVERSITY OF ARKANSAS, IN
5 THE AMOUNT OF ONE HUNDRED SEVENTY-FIVE THOUSAND,
6 THREE HUNDRED FORTY-NINE DOLLARS ($175,349.00), PURSUANT
7 TO THE BYRNE CRIMINAL JUSTICE INNOVATION PROGRAM
8 GRANT; AND FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock, Arkansas ("City") applied for and was awarded a Byrne
11 Criminal Justice Innovation Program grant from the Department of Justice in the amount of One Million
12 Dollars ($1,000,000.00) for a project entitled "Community Schools as a Hub for Promoting Personal
13 Resilience and Neighborhood Empowerment" which will assist the students of Stephens Elementary
14 School and their families("Project"); and,
15 WHEREAS, the Project targets a catchment area of 3.5 square-miles (2.5% of the total area) and
16 impacts 12,546 people in Zip Code 72204; and,
17 WHEREAS,the Project's specific goals are, within the school's radius,to 1)reduce in-school related
18 disciplinary actions; 2) align resources with needs for parents and students; and 3) to develop a
19 sustainable model within the Community School Model for violence reduction and community
20 involvement that can be used in other Little Rock Schools; and,
21 WHEREAS, the University of Arkansas ("U of A") wishes to engage in the Project which is
22 designed to reduce violence within a key community school zone; and,
23 WHEREAS, the City and the U of A have already entered into a no-cost Memorandum of
24 Understanding which allows the university and the City to share data; and,
25 WHEREAS, the grant award allows that the City to issue a Sub Award to an entity which will
26 administer and monitor the Program.
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The City Manager is authorized to enter into a Sub Award Agreement with the University
30 of Arkansas in the amount of One Hundred Seventy-Five Thousand, Three Hundred Forty-Nine Dollars
31 ($175,349.00)for a project entitled"Community Schools as a Hub for Promoting Personal Resilience and
32 Neighborhood Empowerment" which will assist the students of Stephens Elementary School and their
33 families.

1 Section 2. Funds for the payment of this Sub Award are available in Account No. 270159-
2 G15DF211-63391
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
9 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
