3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF
4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID
5 RECREATIONAL TRAIL FUNDS FOR THE TWO RIVERS PARK TRAIL
6 RESURFACING PROJECT; TO AUTHORIZE THE MAYOR AND CITY
7 MANAGER TO EXECUTE ANY AND ALL NECESSARY AGREEMENTS
8 AND CONTRACTS FOR ITS ADMINISTRATION; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, the City of Little Rock, Arkansas, understands that Federal-Aid Recreational Trail
12 Program Funds are available from the Arkansas Department of Transportation at 80% Federal participation
13 and 20% local match/in-kind labor to develop or improve Park Trails; and,
14 WHEREAS,the City understands that Federal-Aid Funds are available for the Two Rivers Park Trail
15 Resurfacing Project on a reimbursable basis,requiring work to be accomplished and proof of payment prior
16 to actual monetary reimbursement; and,
17 WHEREAS, the City submitted a grant application for a reimbursable 80/20 Matching Grant for the
18 Two Rivers Park Trail Resurfacing Project and was awarded Seventy-Five Thousand Dollars($75,000.00)
19 from the Arkansas Department of Transportation;and,
20 WHEREAS, this project will be open and available for use by the general public and maintained by
21 the applicant for the life of the project.
22 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. Board of Directors of the City of Little Rock participates in the use of Federal Grant Funding
25 in accordance with its designated responsibility, including maintenance of this project.
26 Section 2. The Mayor and City Manager and any other necessary City employees are hereby authorized
27 and directed to execute all appropriate agreements and contracts to expedite the Two Rivers Trail
28 Resurfacing Project and to accept the reimbursable 80/20 Matching Grant for Two Rivers Park Trail
29 Resurfacing Project and was awarded Seventy-Five Thousand Dollars ($75,000.00) from the Arkansas
30 Department of Transportation.
31 Section 3. Funding for the match portion of the project is available from Account No. 270459-
32 G45P221 and the remainder will be provided with documented in-kind labor.
33 Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
34 subparagraph, item, sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid

1 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution
2 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
3 unconstitutional was not originally a part of this resolution.
4 Section 5. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
5 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
