The first item of business considered Was the application for waiver of yard
space by the Hunter Memorial Methodist Church on the NE corner of llth and McAlmont
Streets. This matter was considered at the June meeting, but no action was taken
other than to instruct the staff to write the State Highway Department for infor-
mation about the Interstate Freeway alignment. Mr. and Mrs. E. 0. Hinson, Mr, McLs;
Rr. Bradshaw! and Mr. and Mrs. Sam Andrews were present representing the church
membership and explained that they still wanted the waiver to be granted and that
they were continuing the collection of pledge money for this project. Mr. Merak
asked Mr. Stephens to read the letter which the Board had received from Mr. Eldredge
of the State highway Department concerning this matter. Mr. Nelson, from the Stag
Highway Department,was present and submitted a map of the proposed route of the new
highway and answered several questions concerning the status of the highway biU any
t%e procedure for acquiring the right-of-way. Since the bill was signed by the
Fresident about two weeks ergo the Interstate Freeway through Little Rack is assured
on financing and their department is ready to start title information and working
with the appraisers to determine property values. The actual acquisition of the
property may take several years. Mr. Nelson said it is his understanding that the
a hire lot belonging to the church will be acquired since all but a small corner lit
within the " boundary. When Mr. Hinson asked If the government would approve $ha
plane as they presently stood, Mr. Nelson explained that he could not answer this
q ,.estion for the government. This provoked lengthy discussion about the Highway
Department which Mr. Marak brought to a conclusion by pointing out that it would be
i:i order for the Church to write the Highway Commission and ask if they, youid cones
s_der acquiring this particular property immedia ]y. The reaction of the Church
m-3mbers present was that the commission would more than likely ignore their letter,
but Mr. Baldwin said that he know from experience with other people who had been in
similar circumstances and made the same request to the Highway Department that the
Department would probably consider negotiating with the Church immediately then the
situation was explained.
In the executive session there was some discussion about whether denying or
continuing this matter would make the church's case stronger, but the membt ra i6f the
Board agreed that they could not grant therequest knowing that the new building
would be in the 0 of the Freeway which had been approved officially by the City,,

questing extension of 'IF" Commerci4l, Zone to include all of lot.
Mr. Peacock was present and explained his request to the Board. Mr. Burleigh
explained the Board's power to extend district boundaries where the original line
divides a lot, after which Mr. Marak read a letter of objection from Mr. H, J. Tyler,
4507 West 31st Street and the petition was signed by seven property owners.
Mr. Marak raised the question of hardship and the .possible use of this lot for
parking. Mr. Peacock explained that be wanted the lot zoned as he felt it was up -
usual in its present residential classification and that he wished to use the proper-
ty for more than a parking lot.
In executive session Mr. Burleigh read the provisions in the zoning ordinance.
which gives the Board the power to extend district boundaries in instances such as .the
one under consideration and explained how only part of the lot was originally zoned
"F" comnercial becayise the depth of the strip along Asher Avenue was made 1509 deep
regardless of the platting. Mr. Burleigh explained his interpretation of the Boards
right to deny this application despite the wording in the ordinance itself since the
more filing of an application does not presume approval,
Miss Penton moved that the application be denied, Mr. Baldwin seconded and the
motion carried.
Docket No. 6-56 - Jack Patterson 716 South Pine Street, described
as the North 201 of Lots Ten (10; and Eleven (11), Block Five (5),
Rayburn and Wright's Addition to the City of Little Rook, Arkansas,
zoned "C" Two -Family District, requesting a variance from the front
yard provisions of Section 2-2 and 11 of that ordinance to permit
structural alterations to an existing non -conforming store building
in order to reduce and reconstruct the building for residential
occupancy.
Mr. Patterson, the applicant, was present, as were Mr. H, M. Friday and
Mr. Herschel Friday, objeotors. Mr. Patterson explained nix request for waiver in
order that he could tear down only part of his non -conforming store building and con-
vert it into a two bedroom house for his motoer to live in. The building has stood
since about 1938 and was originally part of the property which Mr. H. M. Friday now
owns. A letter from Mr. Joe Brooks,, assistant city attorney, was read and explained
to those present. This letter Was written to inform the Board that an ordinance had
been prepared to present to the City Council to condemn certain buildings of �h ioh
this store building was one.
In executive session Mr. Baldwin moved that the application be denied,
Miss Penton seconded the motion and it carried unanimously.

Docket No. 7-56 - Roy Rheas 2811 High Street, described as.Lot Three
(3), Block 24, Braddgcks Boulevard Addition to the City of'Little Rock?
Arkansas, zoned "C" Two -Family Distri.ot, reggesting permission to
locate a parking lot.

Mr. Rey Rhea, owner and applicant, and Mr. Curry, prospective purdbaser, were
present and explained the proposal to use the lot to perk four panel trucks which
Mr, Curry, uses in his termite control business. It was pointed out that the level
of the lot is below the street grade and that Mr. Curry planned to build a fence
around they lot and a garage building in which to store his viblerles with their equip-
meot. Mr. Stephens said that if the request were granted the use of the lot would
be 'limited to parking and no storage or office building would be allowed, although
Mr. Curry pointed out that he would need spacer to store a few -five gallon container.#
of chemicals.
No objectors were present, but the staff reported that they hed-4eceived several
telephone calls from objectors.
In the executive session the different types of parking lots were discussed and
Mr. Stebheans said that he had explained to Mr. Rhea when he submitted his application
about the problem of storage. There was some discussion about the surrounding
neighborhood and the suitability of this use at this location, after which it was
generally agreed that there was no particular hardship involved since the owner would
be disposing of the property and not using it himself.
Mr. Baldwin moved that the application be denied, Miss Penton seconded and the
motion carried.

Docket No. 8-56 - Albert L. Fletcher as Bishop of Little Rock,
Southeast corner of 16th and Marshall Streets, described as
Lots One (1) through Six (6), Block Twenty-nine (29)9 Centennial
Addition to the City of Little Rock, Arkansas, zoned "C" Two -
Family District, requesting a variance from the rear yard pro-
visions of Section 11 of that ordinance to permit addition to
St. Bartholomew I a School.
Mr. Charles Mott, attorney of the firm of Sherrill, Gentry, and Bonner, Was
711E sent representing the applicant and explained that the waiver was requested in
order that an addition could be made to the existing school building. it was pointed
out that the alley through the center of the block had been closed, increasing the
size of the tract by either 9-10 feet. Miss Penton raised the question of whether or
not this addition was a separate building and Mr. Stephens reported that the engineser*s
office had ruled previously that the covered walkway attaching the new construction
to the old would make the whole one building.
No objectors were present.
In the executive session Miss Penton said that she had inspected this property
and moved that the application be granted, Mr. Baldwin seconded and the motion carried.

In compliance with the rules of the Board an election esf ,officers for the coming
year was held. Miss Penton nominated Mr. Anderson Ibr chairman, but there was no
second. Mr. Baldwin then nominated Miss Penton for'dhairman and Mr. Anderson for vice
chairman, Mr. Marak seconded and nominations closed. Miss Penton was declared vbALirr#A
and Mr. Anderson vice chairman by acclamation.
The meeting adjourned at 300 P. M.
