boa_11 30 1959LITTLE ROCK BOARD OF ADJUSTMENT MINUTES NOVEMBER 30, 1959 - CALLED MEETING The Little Rock Board of Adjustment met on November 30, 1959 in the Chamber of the Board of Directors at 2;00 P. M. for a called meet- ing. The following member was presents Mr. William R. Meeks, Jr., Chairman A quorum was not present, therefore, no action was taken at this meeting. At the regular meeting on November 16, 1959, the Board discussed the following docket and instructed the staff to advertise it for a public hearing on this date. Docket No. 58-59 - Union Rescue Mission by Mr. Stockton, SW corner of the intersection of E. 30th Street and Confederate Boulevard, described as all that part of Lot 1, Block 11, Watkins Addition to the City of Little Rock, Arkansas, zoned "K" Heavy Industrial District, requesting a variance from Section 2-A (off-street parking and loading spaces), which requires paving of parking lots. This had been thoroughly explained at the meeting on November 16. Mrp Stockton was present. No objectors were present. After the meeting Mr. Breckling contacted Mr. Anderson, Mr. Marak, and Miss Penton; all agreed that this should be approved. Representatives were present from the Appr$3sa1 Branch of the Arkansas State Highway Department to discuss with the Board the problem of the parts of lots being left from property being acquired by the Highway Department, Mr. Meeks and Mr. Breckling suggested that a meeting of repre- sentatives from the Housing Authority, Planning Commission, Board of Adjustment, and the staff he held to discuss setting up a standard minimum square footage for the affected lots to give the Highway Department a talking and trading polnt.,4,E1r. Stocks thought each one should be considered on an indiiidual basis. The representatives from the Highway Department said they could furnish the Board with a list of the owners of these lots and left a map with the staff showing these lots, Page 2 of 3 Mr. Breckling was instructed to call a meeting with the City Engineer, representatives of the Housing Authority, Planning Commission and the Board of Adjustment to take care of this matter. The next item of business was the problem referred to the Board by the Board of Directors which they had encountered concerning the property owned by Kraftco Building Supply Inc. Mr. Breckling felt the Board would probably want to review this problem before the application is advertised• Mr. Bona wished to construct a lumber shed for the Kraftco Building Supply Inc. Mr, Warren Baldwin, of Conner, Baldwin, and Farris, Real Estate Appraisers, was present. He said this was a "do it yourself" place and that there was no manufacturing taking place here. Mr. De Noble said it will be better than it Ls now and that when Cantrell Road is widened it will wipe out parking anyway. The staff was instructed to advertise this for a public hearing on December 21, 1959, Docket, Nol__1,7-57 . Thelma D. On October 8, 1957, this application was filed. The Board granted this application on October 21, 1959 with the requirement that a painted board fence or other comparable screoni.ng be pro- vided for those property owners on the north side of alley who desire such a screen. Mrs. Karcher had refused to construct such a fence. The City Attorney has requested the Board's instructions concerning this matter. In approving the application in 1957 the Board required a building setback as far as possible from Monroe Street and provide a painted board fence or other comparable screening for those pro- perty owners on the north side of the alley who desire such a screen. ` .1 It was stated that the City Attorney would need a letter from the Page 3 of 3 ones who desire this fence in order to enforce the decision of the Board. Mr. Meeks said the Board could not do anything until someone writes a letter requesting that the fence be built. The Board recommended that the fence be built if there is a written request and asked Mr. Stocks, the Assistant City Attorney to do whatever is necessary to expedite the action of the Board.
