MINUTES
November 16, 1959
The Little Rock Board of Adjustment met in the Board of Director's
Chambers on November 16, 1959 at 2:00 P. M. The following members
Were present:
Mr. Wm. R. Meeks, Chairman Mr. W. H. Marak
Mr. Bruce Anderson Miss Emily Penton
A public hearing was held on the following dockets:
Docket No. - James Johnson, 2117 Howard Street, described
as lot 58 of Replat No. 1 of Adams Addition, zoned "B" Residence
District, requesting a variance from all applicable provisions
of Section 11 of that ordinance to permit construction of a
bedroom.
Mr. Edward Bennett was present.
There had been no objections filed by adjoining property owners.
James Johnson has a wife and four children and crowded conditions make
it necessary to have an additional room. He cannot build to the south
of his property because of the storm sewer.
An objection was presented by a neighbor stating that James Johnson is
five feet on his property line. The neighbor stated -that Johnson
already has a fence sitting on his property and that he does not wish
to have anything else on his property.
In executive session, Mr. Anderson moved that this be allowed,
provided that all parts of the house in this extension do not cross
the property line of the neighbor, that included eaves., etc. Mr. Marak
seconded and the motion carried unanimously. (See attached sketch.)
Docket No. 56-59 - Pulaski Heights Baptist Church by Harry McDermott
NW corner of Cedar Street and Kavanaugh Boulevard,described as part
of the SE 1/2, SW 1/4, Section 32, T-1-N9 A-12-W, zoned "A" One -
family district, requesting a variance from all applicable provisiox
of Section 11 and 2-A of that ordinance to permit construction of
an educational building..
The proposed building will come to within one foot of the rear property
line and six inches on the side. The building is not now fire proof,
but will be made fire proof. The property that adjoins the building
line is now a part of Alsopp Park and because of the acquiring of that
property, no permanent structure could ever be built on that property.
The Church will provide.any parking that is needed, in addition to the
parking that they already have. The construction that is going to be
done here will not increase the capacity of the Church, but will allow

a further use by the people that are already members of the Church.It
is just for a better use of the facilities that they now have. No
objections were raised.
In executive session, the Board members moved that this be approved.
Motion was seconded and carried unanimously. (See attached sketch)
Docket No. - Mrs. Jim Young by Mr. Jim Young, 2223 State
Street, described as lot "A0l and the south 23.2 feet of "B"
McCain's Subdivision%of the west 1/2 block "C", Clark's Addition
zoned "E" Apartment\District, requesting a variance from all
applicable provisions of Section 12 of that ordinance to permit
extension of a kitchen,.
Mr. and Mrs. Jim Young were present. Mr. Young stated that this was
simply to give them space in their kitchen to put in laundry equipment.
This equipment cannot be put in the basement as it has four inches of
water in it at the present time.
Miss Penton moved it be approved. Mr. Anderson seconded and the
motion carried unanimously. (See attached sketch)
Docket No. 1- - Cyril E. Deese, 5521 Cantrell Road, described as
the west 1 2 of lots 9 and 109 block 20, Mountain Park Addition
zoned "A" One -Family District, requesting a variance from front
and side yard provisions of Section 11 of that ordinance to
construct a carport.
Cyril E. Deese was present. The city is taking part of his lot for the
widening of Cantrell Road. Previously, when he came to the Board the
carport was propoeed for this location. It was suggested that the car-
port be located at the rear of his house, but it will be in the
neighbor's back door if located there. The proposed driveway is on
Cantrell, but if widened will have to arrange for a driveway on Taylor.
Mr. Anderson moved that this be approved. Miss Penton seconded and
the motion carried unanimously. (See attached sketch)
Union Rescue Mission - By Mr. Stocktba.
Vley would like to build a fire proof building to provide more sleeiing
space. They would like to have it approved as soon as possible, since
they have already bought a steel building.
This is located on the SW corner of East 30th Street and Confederate
Boulevard.
The staff was instructed to advertise this for public hearing on
November 279 1959.

Scott Nursing Home - A proposal to build a new building and remove
the old frame structure.
lir. Marak moved this be approved provided that they stay five feet from
the north property line and at least 30 feet from the apartment house
on that lot and generally located within the area previously approved.
