The following members were'V '6*-nt s Mr. William it, Meeks, Chairman Mr. W. H, Marak Mr. Lloyd R. Pearce A public hearing was held on the following docketst Docket No._46-59 J. L► Marshall NW Corner of West 18th rd of lots and Rice Streets, described a$theraoO hlate12�,iblock 169 121 130 and 14, the middle one�thi Park Addition, zoned 6C" Two-family District, requesting a variance frog all applicable provisions of Section 11 of that ordinance to permit construction of a den. Mr. Breckling explained the request. Mr. Marshall was present and said he wanted to put a room 10' wide V from the property line.. $e had had no objections when he contacted the surrounding property own - ore and there were none present at the meeting. In executive session Mr. Pearce moved tt be approved, Mr. Marak seconded, and the motion carried unanimouslyf (See attached ske.toh.7 Docket No. 58-59 - Oak Forest bxethodist Church by William Shaffer, 25th and Fair Park Baiulevard, described ae lots 3 through 10, block 50, Cherry and Cox Addition, zoned "B" Residence District, requesting a variance from all applicable provisions of Sectbn li of that ordinance to permit construction of an educational bui1ding. Mr. Breckling explained the request. Mr Shaffer was present to re:pXA-sent the church. He said the building would come to within 1.9' of the rear property line and 5.60 of the reside line. .3un a said parking old ol requirements will be met on the spot whe rooms are presently located. Page 2 of 3� There was one letter of ;bbJeetion from the property owner immediately north of the prop#T,tiy in question, Mr. Erickson, 3498 Fair Park Boulevard. The letter is on file in the Planning Commission affice. Mr.- Doug Toney was h1go present to speak for the churphq in executive sessi'dn there was attempt at discussion of the bill of assurance. Mr. Meeks reminded the applicants and the objectcr's that the Board of Adjustment has. no control over bills -of assurance. In executive session Mr. Pearce disqualified himself and acted as chairman. Mr. Marak moved it be approved, Mr. Meeks seconded and the motion carried. (See attached sketch.) Docket No. 41-59 - Mrs. May Lillian Berry, 1011 Kavanaugh, described as lot S. block 60-Midland Hilll's Addition, zoned "D" Apartment District, requesting permission'to locate a parking lot in a restricted district as a special exception. Mr. Cotton, attorney for the-o.xlner, wa,s present to discuss problem which had arisen concerning Docket No, 41-58. He stated the neighbor would rather have a wall instead of the screen planting required by the Board at the August 179 meeting. Mr. Meeks explained that this was approved at the last meeting for a parking. lot. Mr. Cotton asked if the neighbor insisted on a solid wall, could be go ahead and construct it pithout waiting until after the next ,fleeting. The answer was yes. The wall would be made even with the dope of the lot, of 8 inch concrete blocks with an 8 inch cap up to $ feet high. Mr. Marak thought stone would be better than concrete docks. The need foie oft street parking was recognized. Mr. Pearce moved to amend the last motion to include either a phrub.fence or concrete wall, depending on thw-owners and neighbors, %!his should be checked with the City Engineer. Mrs Marak seconded and the motion carried unanimo.usly:. Page 3 of 3 The nest item discussed was.the request Cf Philander -Smith College fox a request for variance from a�'l applicable provisions of Section 11 to permit construction of a Library and Fine Arts Building. Mr. Charles Carter and Mr. Neyland Dietrich, representatives of Gihnochio-Cromwell and Associates, were present to talk over the plans for the college. They said the request would constitute a waiver of more than one building on a Tot, They cannot comply with rear yard requirements because of this proposed building. They can Comply with the off street parking requirements« The Board members asked if they had any idea when the old building could be wrecked? The answer was no{ The staff was instructed to advertise this for a public hearing at a called meeting on October 12, 1959. It was suggested that a letter be requested, stating that the building in the NE corner of the lot would be removed within a certain length of time after the new building is put into use, It was ruled that a permit could be purchased upon presentation of such a letter. Mr. Marak so moved; adding the provision that it be advertised foir a public hearing on October 12, 1959, Mr. Pearce seconded and the notion carried unanimously. The problem of lighting the church parking lot -which the Board permitted for the Central Church of Christ at 1310 Wolfe Street was brought before the Board again. A timer for the lights to be used on the nights the church i6 in session, set to go off at 9:00 P. M. was discussed. Mr. Pearce asked if the Board could prevent tnem from lighting up the premises? Mr. De Noble said the lighting could be controlled sinhe the Board matte the exception. Stir, Pearce moved the lighting be approved with an automatic timer to to off at 9:00 P. M., iir.
