Melba Lawing, Secretary A quorum was found to be present and the chairman called the meeting to order. An advertised public hearing was held on the following dockets: DOCKET NO. 38-60 Applicant: Mrs. Virginia Snow Location: 1001 Booker Street Description: Lot 1, Block 1, Jones and Worthen Addition Classification: "A" One -family District Variance; Appeal from a decision of the Building Commissioner in order to use a garage apartment for dwelling purposes. The applicant's attorney requested the Board to allow this request to be withdrawn from the agenda and be heard at the meeting on October 17, 1960. There was no one present at this meeting for or against. DOCKET NO. 39-6❑ Applicant: Mrs. J. F. Mangan Location: X724, 1712 Tyler Street Description: Lots 1 and 2. Block 19, Mountain Park Addition Classification: "A" One -family District Variance: From all applicable provisions of Section 11 of Ordinance No. 5420 to permit construction of a carport. Mr. Mangan was present. Mr. Breckling explained the application and Mr. Mangan said the City took three and ore -half feet of their Page two of 5 property for right-of-way. He had to remove part of his garage and now it is difficult to get into the garage. He owns the house and lot next door. He said the proposed carport would not go over onto the other lot and that he believed his wife misrepresented when she said it did. (the sketch shows that it does) There was discussion of his access to the proposed carport. Mr. Mangan said he planned to construct the carport of aluminum. In executive session the Board agreed that they believed he could put the carport in a better location. Mr. Lyons moved that it be denied, Ur, Meeks seconded and the motion carried unanimously. DOCKET ND_._ 40-50 Applicant: Oak Forest Assembly of God Church Location: 3118 Fair Park Boulevard Description: Lots 2, 3, and 4. Block 149 C.O. Brack Addition Classification: "B" Residence District Variance; From the rear yard provisions of Section 11 of Ordinance No. 5420 to permit construction of an educational wing to existing building. Mr. Tayior said'if this is allowed, the wing would be used for the young people,-. When asked about off-street parking plans the answer was that tbay were not in accordance with the ordinance as far as resurfacing is concerned because they plan to acquire more property and build another wing. They do not wish to resurface the area now, but that it would be graveled. They did not have any particular property in mild to acquire, but there is some available to the north. The Board askad how long after building this addition would it be until they attempt to acquire more property? The answer was as soon as they get the addition paid for; two or probably three years. The staff had received no objections and ap Objectors were present at the meeting. In executive session, Mr. Marak moved that it be approved Mr. Meeks seconded and the motion carried subject to the follptwtng conditions: Provide a dustproof surface to the parking lot and construct the necessary ingress and egress as approved by the Traffic Engineer. DOCKET_ N2241 S0 Applicant: Mr. Harry Schneider Location: 2300 Arch Street Descriptiont The west 35 feet of Lot 12 and the north 2 feet of Lot 11, Block 4, Clark Addition page three of 5 Classification: "F" Commercial District Variance: Permission to locate a public garage as a special exception (Section 18-4 of Ordinance No. 5420) Mr. Maurice Mitchell, attorney, was present to represent the applicant and he and Mr.. Breckling presented the request. 'Mr. Mitchell gave a history of the use of the land and Mr. Breckling projected related maps on the screen. It has not bee:} used as a public garage to the knowledge of the attorney and the applicant. They had received letters and phone calls from Mr. L. A. Styers, Mrs. Roy Bentley, Mr, Harry Solmson, and Mr. Robert Foster, saying they had no objection. There were several objectors present: Mrs. Dorothy Day, Mr. Pat Harding, Mrs. Martha Beroset, Mrs, W. D. King, Mrs. Alma Adamson, Mr. 0. H. Wilson and Mrs. Harding, Mr. Pat Harding's aunt. Mr. Schneider, the owner` and applicant, was present and said the tenant had been operating In the building for about a month. Mrs. Day asked if he went into business without a permit? Mr. Breckling answered no, the Public Works Department told them they would have to get permission from the Board of Adjustment. In executive session Mr. Marak moved it be denied and that the applicant be given forty-five days or until the first of November to move, Mr. Meeks seconded and the motion carried unanimously. REQUEST FOR RECONSIDERATION - Heard first time on January 18 1960. DOCKET NO, 3-60 Applicant: First Evangelical Methodist Church Location: 2000 Louisiana Street Description: The east 50 feet of lots 1 and 2, Block 12 Fulton Addition Classification: "C" Two-family District Variance: From all applicable provisions of Section 11 and 2-A (offs -street parking requirements) of Ordinance No. 5420 to permit construction of a fellowship hall and educational building. Reverend Weigle and Mr. Paul Bricker, the architect, appeared before the Board to say they had not been able to purchase any additional land for off-street parking in order to comply with the provisions of the Board at their meeting on January 18, 1960 because the land they proposed to secure is tied up so that they cannot buy it. They stated that they are in desperate need of this building. In executive session Mr. Marak suggested that action be post- Page 4 of 5 poned until the next meeting and that the Board members go look at it and request them to lease a lot for parking. The other members agreed with this suggestion. At a later date the church presented the staff with a letter from the Ace Neon Sign Company at 20th and Louisiana Streets, giving the church full permission to use their parking facilities on Bunday and a letter signed by Harriet and Coleman Morgan, certifying that on "September 21, 1960, we did lease to the First Evangelical Methodist Church located at 20th and Louisiana Streets in Little Roc: Arkansas the property described as follows: All of Lot 2 except the East 501, Block 12, Fulton Addition to the City of Little Rock. This property is to be used for the purposes of off street parking. This lease is good until one year from above date with option to renew the same at that time." The Board agreed that this was a satisfactory arrangement and approved the request. R% UQ3T TO RECONSIDER REVISED -13UI LDING LOCATION Applicant: Mr. L. K. Austin Location: 3719 Cantrell Road Description: That part of the NJ, NJ, SWJ, NEJ, Section 32, T-2-N, R-12-W, lying south and west of Cantrell Road Classification: "G" Commercial District Variance: From all applicable provisions of Section 14 of Ordinance No. 5420 to permit relocation of a building. The location of the building which was approved by the Board on August 15, 1960 has had to be changed in view of the fact that the cost of placing the building where 11r. Austin originally planned is prohibited, due to the cost of the construction of the high retainint walls, etc. required. Mr. Breckling projected the revised plan on the screen. Mr. Robert Robinson, the architect, said they had two problems -- maintaining parking for the cycle shop and the liquor store. They have tried to buy property to the south, but the owner did not want to sell. He said they are continuing to work with the Housing Authority. They had received no objections and there were no objectors present at the meeting. Page five of five In executive session Mr. Lyons moved that Mr. Austin be advised that it would be approved with a minimum 10 foot setback from the property line on Cantrell Road; that he comply wit-h the other ordinances and also remove the existing building as shown on the plo plan, Mr. Marak seconded and the motion carried unanimously. DOCKET NG 37-60 - Heard first time on August _15. 1860 Applicant; Mrs. Ruth B. Harvey Location: 1522 Louisiana Street Description: Lot 78 Block 187 Original City Classification: ^E^ Apartment District Variance: From all applicable provisions of Section 12 of Ordinance No. 5420 to permit occupancy and rental of storage building. Mrs. Harvey appeared before the Board and said Mr. Yount, the building inspector, came out to see her property and said since the buildings are joined together, he felt it should not be denied, She said they are joined by a metal carport and breezeway. In executive session the Board agreed not to reconsider this application and abide by their original decision of denial. The meeting adjourned at 3:40 P.M.
