There being a quorum present, the meeting was called to order by the Chairman
at 2:00 P. M. A motion was made for approval of the minutes as mailed, which
was seconded and passed unanimously.

Variances Requests a Variance from the Code of
Ordinances to permit the location of a
public utility in a residential zone
Mr. Roy Hogan, representing the petitioner, was present who stated that they
are requesting a Variance to permit the use of the property in question for
utility purposes in a "D"-Apartment District. At the present time, the
Arkansas Power & Light Company holds an option for the purchase of these
four lots. In June, 1966 a Variance was requested and granted ❑n Lots 1 and
2, Block 25, Fulton's Addition on which the Company then held an option and
which they have since purchased. Mr. Hogan said the Company also was granted
a Variance on Lots 10, 11 and 12, Block 23, Fulton's Addition, which the Company

has owned since 1926, and which site was at one time used for a substation,
and which with this application gives them the East Half of the Block bounded
by 23rd and 24th Street, Broadway and Spring Streets. The reason for the
requested Variance, he said, is that electric power requirements in this
vicinity have steadily increased over the past few years with the development
of the commercial area and the improvement which has been made in the
residences in the area. It is necessary that they be prepared, he said, to
meet the additional power requirements and their engineers have stated that
they must make preparation to rebuild a substation on this site. Mr. Hogan
stated that he would very much appreciate favorable consideration of the request.
In answer to a question, Mr. Hogan stated that the property would be enclosed
with a standard chain link fence 8 feet high, and that although their plans
are not complete,it is his opinion that it will be a multi -level station rather
than their filling in the lower level to grade. When queried about the noise
level of the transformers, he said that recent developments in transformers has-
considerably'reduced the noise level but that there would be a hum in the trans-
former. He compared this substation to one which they own on West Markham Street
and Shackelford Road which is a 30',000 KVA station and of modern design, and that
the noise level of the one in question would not exceed that one on West Markham
Street. Construction would not start until 1968, but their purpose in asking
for the Variance at this time is to enable them to acquire the property in order
that plans cab go forward.
When asked about access being from the alley or from the Street, Mr. Hogan
stated that plans have not progressed enough at this time for,him to answer
this question, but that generally driveways through gates are placed on the
street in order to get the large pieces of equipment in and out, and that unless
major construction is going on, a 12 ton unit is all that would be on the
premises and access could be had from the alley.
Mr. Hogan also stated thata program of landscaping would be carried out with
shrubbery being planted, but that they would not attempt to hide the fence
itself.
A motion was made that the application be approved as submitted, which was
seconded and passed unanimously.
There being no further business, the meeting was adjourned at 2:15 P. M.
