There being a quorum present, the meeting was called to order by the Chairman at
Z:OO P.M. A motion was made for approval of the minutes as mailed, which was
seconded and passed unanimously.

Mr, C.9 Ws Shelton, representing the Church, was present. He stated that this applica-
tion was made so as to utilize all the property that was bought for off=street parking
for the Church. It was suggested to him that the parking layout could be rearranged
so that parking could run east and west in a parallel design which might render more
space than on the present layout. Mr. Shelton explained that a drainage problem
existed on the west boundary line which precluded parking in that area.
Mr. Farrell suggested that a setback be maintained in line with residences to the
north which are approximately 18 feet back from the property line along Spring Street

to the corner and the establishment of a green space in the setback. A denial of a
waiver granting permission to park in the front yard space would only sacrifice
about six spaces. Mr. Shelton said there is some difficult grading to be accomplished
in the northeast part of the tract before it could be used for driveway or for parking
or green strip and this would be a significant expense to the Church without being
able to utilize it for parking if they were required to setback 18 feet.
A motion was made that the application be aa2proved provided_ the front yard space be
maintained approximately in line with any residences (approximately 18 feet) and that
the property further be developed in accordance with the Com;mnity Development Depart-
ment's requirement for Parking lot within the City. The motion was seconded and
passed.

Variances Requests that he be allowed under the
provisions of Section 43-22-(4md) to
locate a hospital in an 99E-1" zone
Mr. Ed Lester, attorney, representing the applicant, was present stating that his
client proposed to construct on this property a medi-center - an intermediate medical
care facility which is a hospital in every respect under the direct supervision of
a licensed physician and registered nurses. An application was filed with the Plan-
ning Commission at its May meeting to rezone this property to "Em111 which was granted.
The purpose of asking for a zoning variance in order to construct a hospital is
somewhat of a technical reason. The Code defines a hospital to include sanitarium,
sanatorium, preventorium, clinic provided such institution is operated by, or treat-
ment given under direct supervision of a physician licensed to practice by the State
of Arkansas. This facility will be a hospital and for technical reasons is classified
as a hospital. There were no objections filed when the rezoning was requested, and
plans were filed with the Planning Commission. MT. Lester said there would be no
emergency care, and would accommodate patient.= requiring extended but not -intensive
care; that the cost of such care would be aboY,t Zia of the cost made by hospitals.-
there would be no surgery, but is not to be considered as a nursing home but more of
a convalescent type facility. The proposed center would have 124 beds, would be a
two-story building, and have adequate parking, and they are not asking for a waiver of
the front yard space. He said that there is no classification for a hospital per se.
Mr. Lester added that he would like approval of the variance subject to Staff approval
of a final development plan.
A motion was made that the application be approved with theunderstand-ing that the
Staff would ap ss on the .final development plan. The motion was seconded and passed.

Mr. Pfeifer was present to represent this application, explaining that they seek
permission to operate a sales office on the property which is customary. The office
5 would be housed in a trailer which, he said, had been used in two other subdivisions,
0:� and has all utilities which have been installed in that area of the subdivision. The
0 Bill of Assurance was written with the knowledge that they planned to use a trailer
Q for this purpose. It will be located on Lot 93 which is as yet unplatted which Mr.
Pfeifer said would be used for several years and would be screened from adjacent
property.

A motion was made that the application be a roved sub ect to the fact that it is only
on a temporary basis to be reviewed annually; that the actual location be verified
with the Staff, and that any utilities connected to the trailer be such that they
also be of a temporary nature and approved by the Health Department. The motion was
seconded and passed.
Mr. Taylor presented to the Board an oral request from the Knights of Columbus for a
variance from the rear yard setback provisions of the Code of Ordinances to permit
an addition to an existing structure at 215 East 9th Street. After some discussion
the Board agreed that the case should be advertised in the normal course and the
matter be presented at a special meeting of the Board on Tune 3,1968. The Staff was
instructed to so proceed.
There being no further businesse the meeting was adjourned at 320O P.M.
