There being a quorum present, the meeting was called to order by the Vice Chairman
at 2:00 P.M. A motion was made for approval of the minutes- as mailed, Which was
seconded and passed unanimously.

Applicant: Little Rock School District
Location: 1300 Block Dennison Street (east side)
Description: All of Lot 4, and E2 of Lot 5, North 60 feet
of Lots 7 and 8,-all of Lot 9, and the north
50 feet of south 90 feet of Lots 7 and 8,

Mr. William L. Terry, attorney for the Little Rock School District, was present

as was Mr. Barney Brown, Engineer. Mr. Terry said that the School District has
entered into a contract to purchase four pieces of property in this half block
in the area. Two pieces of property have not been purchased which are the north-
west and southwest corners as shown on the plot.'p-lan. In the event these
properties are purchased, it will change the plot plan which was filed. He said
they were instructed by the Staff to come in today with a plot plan to show a
drawing of the parking facilities, entrances, exits, etc. that is proposed at
III this time in the event they are unable to purchase any additional land at this
location. The property they have purchased is the -Tucker, Ivy, Couch and Oliver
tracts. The ones they have not acquired are arced by Miss Mary Murphy, 2223 W.
LLI 13th Street (NW corner), and that owned by Mrs. Ruth Norton, 1323 Dennison (SW
corner). The parking area they propose is to replace the area on the south side
of 14th Street between the gymnasium and the school building which is presently
CL a parking lot, but a new school library is going to be built there and the new
o'd parking layout will replace the parking area that is going to be taken up by
the library. Mr. Terry stated that the additional parking area is badly needed
:D and will help the overall automobile situation at the school. There will be no
0� entrances or exits onto 14th Street m only 13th Street and Dennison Street.

0 When asked if the School 'District could condemn property for its use, Mr. Terry
Im stated that it is the policy of the District not to condemn property. He also
stated that they do contemplate some lowering of the grade at the eastern boundary
of the property. They have been negotiating with Mrs. Norton and do hope to
acquire her property at the southwest corner at 14th and Dennison Streets.
Mr. Alfred J. Lynch, 2201 West 13th Street, was present and asked about curb
cuts on 14th Street. Mr. Terry replied that it is not contemplated to alter any
of the curb to the east boundary of the property, and the adjoining property not
acquired will not be disturbed.
Mr. Terry stated that they had had no objections to the project, but had had
three inquiries from people, none of whom objected, Mrs. Ruth Norton, Mr. Webb
of Searcy, Arkansas who owns an apartment house a block or two away, and Mrs.
Mary Hunt, 1318 South Park Street in the east half of the block facing on Park
Street. Mrs. Hunt inquired about the grade change in the rear of her property
and what will be done to take care of it. She was also concerned about screening.
Mr. Barney Brown, engineer, stated that a wall would be built high enough to
protect the property on the east side where the excavation was made, probably
M 2 or 3 feet high.
Mr. Floyd Langston, Business Administrator for the School District, was present
LdI and stated that the school now has 50 or 60 spaces for parking, but they need
the full half -block. The property owner at the northwest corner is very ill
and cannot be contacted, and Mrs. Norton on the southwest corner has given them
€L8 a price which is too high, but they still have hopes that a compromise can be
t) reached, so that the entire half -block can be purchased. The School District
< has given permission to attempt to buy the property (4 lots on which a Variance

is asked) but the District would only condemn the property as the last resort.

A motion was made to approve this application subject to curb, gutter and side-
walk construction where necessary, and a provision of at least a 4 foot fence
from the existing grade along the east line above any wall structure at that point,
and a retaining wall to be built at points where deemed necessary by the Staff
for the protection of adjacent property owners. The motion was seconded and passed
unanimously.

The applicant was present, and there were no objectors. Mrs. Hayes stated that
she wanted to add a family room off of her kitchen so that she can enjoy her
grandchildren. This is a one-story structure, and the wall along the north
line of the property belongs to her neighbor. The proposed construction will
be no closer to the wall than the present construction.
A motion was made for approval of the Variance which was seconded and passed
unanimously.

Mr. John Hanson of Fort Smith, construction representative, representing the
applicant, was present. He said the existing pump island is within 15 feet of
the property line and that a Variance is being requested for 7 feet for the
construction of a canopy over the pump islands which will be 13 feet higho The
posts will be about 15 feet from the property line; the center of the pump island
to the edge of the canopy will be 9.3 feet.
A motion was made for ap2roval of the application as submitted, which was seconded
and passed unanimously.
Mr. Taylor suggested that in the future applications for Variances from the Rear
and Front Yard Provisions of Section 43m11m(2)(e) be approved by the Staff instead
of the Board of Adjustment in cases referring to canopies on existing pump islands
for service stations where the encroachment does not exceed 30%.
A motion was made to permit the Staff to approve without reference to the Board of
Adjustment requests for construction of canopies at existing filling stations
provided the encroachment into the front yard space does not exceed 30%. The
variance would comply with Section 43-11 (2)(e) of the Code of Ordinanceso The
building must still comply to all other sections of Section 43m11-(2). The motion
was seconded and passed unanimously.
IV. OTHER MATTERS
1. Election of officers for 1968
Mr. Darrell Dover was elected Chairmanaand Dave Grundf est, Jr., Vice Chairman by
acclamation.
There being no further business, the meeting was adjourned at 3:00 P.M.
