There being a quorum present, the meeting was called to order by the Vice Chairman
at 2:00 P.M. A motion was made for approval of the minutes as mailed, which was
seconded and passed unanimously.

Applicant: Dr. L. Routen
Location: 4315 Barrow Road
Description: Lot 11, Block 160, John Barrow Addition
Classification: "B"-Residence District
Variance: Requests a Variance from the Use Provisions
of Section 43-3 of the Code of Ordinances
to permit a parking lot in a residential
zone
Mrs. Lorene Ward, Area 6-A Coordinator of the Office of Economic Opportunity,
was present to represent the application, who stated that they are trying to
relocate a multi -purpose center and recreation area, but do not have sufficient
parking space on the lot, and are requesting a variance which would permit them
to use a portion of Lot 11 for this purpose. Dr. Routen, the owner, has agreed
their using the remaining part of Lot 11 and Lot 12 for recreational activities
basketball court - tennis court, etc. Dr. Routen will pave the parking lot in
accordance with City ordinances.

A motion was made for approval of the application subject to the provisions
required for construction of parking lots; that screening required around the
parking area adjacent to residential property be placed on the south side of
Lot 12 rather than on Lot 11, thus giving more space for development of the
area; and that the applicant satisfy the requirements established for curb, gutter,
sidewalks, etc. The motion was seconded and passed.

Description: SZ of Lot 9, Block 7, Centennial Addition
Classification: "C"-two-family District
Variance: Requests Variance from the Front Yard
Provisions of Section 43-21-(H) (b) of
the Code of Ordinances to permit parking
in front yard space
Mr. Roland Shelton, realtor, was present representing the petitioner. The
Church had asked a reconsideration of the decision of the Board of Adjustment
at its meeting February 19,1968 wherein the front 23 feet would be retained
as front yard space and no parking allowed in the area.
Mr. Ed Hollenbeck, pastor of theChurch, stated that the requirement of the
23 foot setback was a big problem for the Church and that they are now parking
in this area in spite of the fact that it is front yard area and would like to
have permission to asphalt these two corners (on each side of the driveway) as
part of the parking area, as they need these four parking spaces which it would
afford.
Mr. Farrell explained that the Board of Adjustment could not waive this situation
in light of the conditions. The fact that the Church is parking in the area is a
matter of policing by the owner by the use of a small curb, plantings, or some-
thing of this type, and that the Board must adhere to the Ordinance, and that
unless there is a condition other than that which has been presented, the Board
could not change its position.
Mr. Grundfest and Mr. Flake explained to Mr. Shelton that there apparently had been
a misunderstanding of the original decision of the Board's action on February 19,
1968 on the Church's part, (The Church was under the impression that a driveway into
the lot off of Summit Street was not permitted), and that the original requirements
should be compled with as follows:
(1) a front yard space approximately 23 feet or less (average front yard
established for the block) is maintained
(2) only one curb cut be made
(3) new curb and sidewalk be constructed on the Summit Street side of
property
(4) and the north and south sides of property be screened as required by the
ordinance -

The Church was requested to present a new parking layout in line with the Board's
requirements which would be submitted to the Department of Community Development
for record purposes.
There being no further business, the meeting was adjourned at 2:30 P.M.
