A motion was made for app.r..oval of the mi.nates of .the last meeting as mailed, which was seconded and passed unanimously. Action was taken as follows: Tract No. 1 m Z-1899 Applicants Alma S. Seidel by Raymond Block, Jr. Location: 503 Sherman Street Description: The west 75 feet of Lot 4, Block 1, Stevenson's Addition Classification: ID" -Apartment District Variances Requests a Variance from the Use Provisions of Section 43-5 of Ordinance to permit construction of parking lot in residential zone Mr. Raymond Block, Jr., was-px-ceat.repmsentfng- t-he peti tioner, who stated that the area would accommodate 8-.cars tothe north and three to the south side of the lot making a total of 11 park. ing.spaces. He stated that in his opinion -this parking space would be needed because of the new-.Arkla_Building under construction as well as for the Coachman's Inn to the north of the property. The existing frame residence now on the property would be.removed-,_he said. The 1112 story building on the ground facing East 6th Street would not be affected. Capito-1 Avenue, an adjacent property owner representing four owners of property in the.block, was present irr opposition stating that the parking lot would back up to her property and that in -her opinion it is too small for the purpose proposed. Also it might be a wedge to open this.p.roperty for future "F" Commercial zoning. Mr. W. E. Davis, 523 E. 6th Street, was also present in opposition, stating that this development would destroy a very b.eautif LL1 old house which is very much in keeping with the character of the Quapaw. Quarter to be used as a small parking area for only 7 cars; that the additional park-1ng sp ace is not needed since Arkla Gas Company and the Coachman's Inn provide -con si derable parking area on their property and that. -there -is.other parking -available on city streets in this immediate vicinity. He also stated.that. he thought a parkinglot on this property would damage the residenti-al, value of the property in the immediate vicinity. A statement was made that parking is al,;low.ed only on one side of Sherman Street which is used as a fire lane.. Mr.. de Noble stated -that. the street is narrow and subject to parking removal at any time. A motion was made that the application be denied, which was seconded and passed unanimously. The group own other property to the east and it is their intention to increase the investment in the property by $550,000. in.the..near future. -His contention was that the Variance for a construction of a sign.22 square feet in size would not be as large as the combined size of indivvidual signs allowed on four lots under the ordinance, and in view of the fact that they have improved the_proprerty by cqnstructing curbs, gutters, and 'sidewalks, had. complied with the parking setbacks and green space, that the sign size variance should be favorably considered. He said"the sign would not be luminous nor flashing, but would be lighted from the ground by a spotlight set at an angle so that it would not be blinding to motorists from either direction. Tract No. 3 - Z-1960 Applicants Mro and Mrs. W. C. Allsopp, Jr. Locations #42 Beverly Place Description: The South 106 feet of Lots 1, 2, and 3, Block 4, Newton's Addition Classification: 00AOI-One-family District Variances Requests 'a' Variance from the Yard Area Setback Provisions of Section 43-12 of Code of Ordinances to permit addition to existing residential structure Mr. W. C. Allsopp, Jr. was present and stated that he would like to add a bedroom and bath to his homee A question was raised as to whether this would violate the Bill of Assurance for Beverly Place Addition, and it was determined that there is no reference to setback requirements but only to the use of the property. Mr. Farrell c--mr.ented that the proposed addition would extend beyond the property line of houses on Hawthorne Road to the south and suggested that action on the applica- tion be deferred until the March 21st meeting in order that further study could be made of the property involved and the proposed addition. A motion was made to defer action on the application until the March meeting, which was seconded and passed unanimously. Tract No. 4 - Z-1950 Applicants W. G. Selakovich Locations #7 Van Lee Drive Descriptions Lot 6, Nob Hill Classifications "All -One -family District Variance.- Requests a Variance from the Side Yard Provisions of Section 43-12 of Code of Ordinances to permit construction within the established building tine or. Selakovich was present and stated that he wanted to build an extension on his house, and thatthere isno objection from the adjacent property owners; that his family is large and he wants to extend the kitchen and add a large room. A question was asked about the carport which extends beyond the building line, and the applicant stated that it was built before the property came into the City, but he stated that it produced no obstruction. A motion was made that the application be approved provided the applicant obtains an amendment to the Bill of Assurance satisfactory to the City Attorney°s office before a building permit is issued. Variance. -4- West Heights Baptist Church 3401 Ludwig Street Pll of Lots 71 8, 9a 10, 11, and 129 Block 170, John Barrow Addition o"B11-Residence District Requests a Variance from the Yard Area Setback Provisions of Section 43-12 of the Code of Ordinances to permit addition to existing church building Mr. Jur1 Mitchell, -Pastor of the Church, was present who stated that he would like a waiver of the 25' front building line of the proposed sanctuary in order to make a more attractive appearance, and that the existing building is within 16' of the property 1 i ne and the proposed addition would be on the same a l i gnmemt. Arrange- ments for off-street parking have been made on two lots to the south which the Church owns - Lots 11 and 129 and he stated that the parsonage on Lot 10 will be retained. A motion was made for approval of the application provided curb, gutter and sidewalks be installed on the 34th and Ludwig Streets sides of the property, that drainage plans be approved by Public Works Department, and that the parking area shown on the plot plan be constructed in accordance with City requirements and properly screened in accordance with the ordinance° The motion was seconded and passed unanimously, Tract No. 6 - Z-1938 Applicant: Lion'0il Company Location: 7300 Asher Avenue Description: Leng'Legal Classification: '''F"_Cormierc,ial District Variance: Requests a Variance from the Setback Provosi ons- of Section 43-15 of the Code of Ordinances to permit the .erection of a free-standing canopy in Front Yard Space. This case was deferred at the January meeting so that the applicant could furnish a cross-section drawing to theiStaff by February 14th showing detail of the canopy. Mr. W. R. Townsend was present representing the petitioner who stated that the canopy is 13' 8" in height which is the same height of the existing service station. Mr. Allen Fureigh, Vice President of the Acme Laundry and Cleaners, was present who stated that he owns property immediately to the west of this property, and that he objects to -'anything that would block the view and approach to his business. He stated that there is a billboard 8' off the -ground and with the proposed canopy it would make a solid screen in front of his proRerty;in which he has a considerable investment. The motion was seconded and passed unanimously, Tract No. 7 - Z-1947 Applicant: First Pentacostal Church of God Location: 6310 Mabelvale Pike Description: Long Legal Classification: "All -One -family District Variance: Requests a Variance from the Use Provisions of Section 43-3 of Code of Ordinances to permit the erection of a sign larger than permissable (This case was cancelled and filing fee refunded to applicant) OTHER MATTER 1. Reconsider development plan - Z-1477 - Lawrence Witherspoon involving the reloca- tion o a tin shed requested in a letter of February 3, 19 There was no one present to represent this request, and a motion was made that the Board affirm its previous decision that the tin shed be removed which was required by the decision of the Board at its meeting October 18,1965. The motion was seconded and passed unanimously. ELECTION OF OFFICERS FOR 1966 Messrs. Cecil Kuehnert was elected Chairman, and W. R. Meeks, Vice Chairman for the calendar year 1966. A motion was made that a letter of appreciation be written to Mr. Maxwell Lyons,. II for his service on the Board of Adjustment to be signed by the Chairman and a member of the Staff 'of the Community Development Department. The motion was seconded and passed unanimously.
