There being a quorum present, the meeting was called to order at 2:00 P. M. by the
Vice Chairman. A motion was made for approval of the minutes of the last meeting
as mailed, which was seconded and passed unanimously.
Action was taken as follows: -
Tract No. 1 - Z-1522
Applicant: Central Assembly of God Church
Location: 1920 and 1925 Broadway
Description: All of Lots 7, 8, 9, Block 8, Fulton's
Addition, and all of Lots 5 and 6, Block 7,
Fulton's Addition
Classification: "D"-Apartment District
Variance: Requests a Variance from the Use Provisions
of Section 43-5 of Code of Ordinances to permit
location d= a church parking lot in a residential
zone; also requests a Variance from the Yard
Area Setback Provisions of Sec. 43-13 of Code of
Ordinances to permit construction of a building
Mr. B. H. Campbell, Pastor of the Church, was present to represent this application
who stated that they had bought a lot across the street from the Church, next to the
existing lot which has been paved. Their plan is to remove the existing educational

building and construct a new building 60' X 1181, and want the setback lines to
conform to the existing educational building.
A motion was made to approve the granting of the Variances requested provided:
(1 ) that the screening on the existing parking lot (Lot 4 and the N'z of Lot 5,
Block 7, Fulton's Addition) be installed in accordance with the zoning ordinance
prior to the issuance of a building permit for the church expansion; and provided
further (2) that the new parking lot be constructed as required by the ordinance,
including hard -surfacing and proper screening prior to the issuance of the building
permit. The motion was seconded and passed unanimously.
Tract No. 2 - Z-1937
Applicant: 12th Street Baptist Church
Location: 3100 West 12th Street
Description: All of Lots 21 and 22, Block 5, Jones and Worthen
Addition
Classification: "B"-Residence District
Variance: Requests a Variance from the Use Provisions of
Section 43-3 of the Code of Ordinances to permit
the construction of a church parking lot in a residen-
tial zone
Mr. James L. Phillips, Pastor of the Church was present to represent this application.
He stated that the church has a combination auditorium and Sunday school building at
12th and Johnson Streets, and they would like to build an auditorium on the corner.
They also own a piece of property at the northwest corner of 12th and Johnson and
adjacent to that is a vacant piece of property that they have agreed to purchase if the
Board of Adjustment approves this Variance. The Church desired to enlarge its facilities
into the area now used for parking which necessitated the request for approval of a
parking lot across the street at the northwest corner. It is not their intention to
lower the grade of the proposed parking area, but plan to use it as it is. The new
auditorium would seat 300 persons as compared to 150 which could be accommodated at the
present time.
A motion was made for approval of the Variance to permit the construction of a parking
lot (2 lots) on the northwestcornerof 12th and Johnson Streets provided: (1) no
parking be permitted in the front yard space (12th Street side); (2) that there be no
access to the parking lot from 12th Street; (3) that parkfing lot is properly screened
in accordance with the zoning ordinance, and, further, provided curb, gutter and
sidewalks be provided on both properties on Johnson Street and that the parking lot be
constructed -prior to the issuance of a building permit for the main church expansion
construction. The motion was seconded and passed unanimously.

Variance: Requests a Variance from the Main Structure
Provisions of Sec. 43-2-(5) of Code of Ordi-
nances to permit more than one main structure
on a lot (construction of a helicopter hanger and
landing field)
Mr.Floyd 'Fulkerson, representing the Building Development Corporation, was present.
He stated that the applicant proposes to build a helicopter hanger on this 5 acre
plot, and that there are already parts of two buildings on the property. This location
is right on the river and has been approved by the Federal Aviation Agency.
Mr. Fred McLane, President of Helicopters, Inc., was also present and stated that
they had gotten approval from FAA who approve landings, take -offs, etc., in a given
area, and that this land is suitable according to its standards; that approaches
and departures. will be over- the River, and that no residences are crossed -over until
a,height of 300 to 400 feet is reached; that there are no obstructions around the site
and that helicopters need only about 50 square feet for landing pads. He stated that
his company had been operating in Little Rock for almost two years and that they had
had no major complaints.- This landing pad would be 50' X 2001.
Mr. George Marshall, 1817 N. Spruce Street, was present in opposition who voiced his
objection to the noise and probable hazard in a residential area; also as a member
of the Riverdale Country Club whose property is in close proximity. He stated that he
had contacted & or 9 residents in the area all of whom were opposed to this development
who could be affected by the noise and other attendant disadvantages.
Mr. McLane stated that this is the first heliport in the State of Arkansas - which
represents progress.
A motion was made for approval of the Variance requested, which was seconded and
passed unanimously.
Tract No. 4 - Z-1939
Applicant: Sandy's of Little Rock, Inc.
Location: 6.201 W. Markham Street
Description: All of Lot 2, Ruebel's 2nd Addition
Classification: "F"-Commercial District
Variance: Requests a Variance from the Main Structure Provi-
sions of Sec. 43-2-(5) of Code of Ordinances to
permit more than one main structure on a lot.
Mr. Darrell Dover, Attorney, was present to represent the application. He stated
that they have -an over -size piece of property which has approximately 300 foot depth -
nearly a city block. To -better utilize and develop the property,it is necessary, he
said, to put more than one structure on this parcel. The proposal is to remove the
single existing structure and to build three structures on this parcel of ground.
A motion was made for approval of the application provided that curb, gutter and side-

walks are constructed along the West Markham Street edge of the property; that exits
and entrances to the property on West Markham Street be approved by the Department
of Community Development, and that the parking layout for the service station -be approved
by the Department'of Communi.ty Development prior tothe issuance of a building permit;
also that the ramp grade be cleared with the Department of Community Development and
the Fire Department prior to construction. The motion was seconded and passed unanimous-
ly.
Tract No. 5 - Z-1938
Applicant: Lion Oil Company
Location: 7300 Asher Avenue
Description: Long Legal
Classification: "F"-Commercial District
Variance: Requests a Variance from the Front Yard Setback
Provisions of Sec. 43-15 of Code of Ordinances
to permit construction of a canopy over gasoline
pump islands
Mr. W. R. Townsend, representing the applicant, was present who stated they wish to
construct a steel mounted free-standing canopy with a height of 13 feet 6 inches over
two gasoline pump islands, which will extend out within 10 feet of the property line,
and would have no connection with structures now on the lot.
Mr. Allen Fureigh, Vice President of the Acme Laundry and Cleaners, stated that his
company owns property immediately west of this property and in his opinion the canopy
would be a hazard as far as visibility is concerned.
Mr,. Townsend assured Mr. Fureigh that the -only "blind" hazard would be from four 6 foot
steel colums which support the canopy which is prefabricated and made by a company in
Tulsa, Oklahoma, and is similar to ones used•by the Caldwell Oil Company.
A motion was made that any action on this case be postponed until the next regular
meeting on February 21st and a cross-section drawing be presented to the Staff by
February 14th showing detail of the canopy; and that no further notice need be given
adjacent property owners. The motion was seconded and passed unanimously.
IV. OTHER MATTERS
1, Election of Officers for 1966
A motion was made that the election of officers for 1966 be deferred until the February
21st meeting at which time it would be the first order of business. The motion was
seconded and passed unanimously.
The meeting was adjourned at 2:50 P. M. since there was no further business.
