He said he expected the museum building to be completed by the summer of 1963. Mr. Amo indicated to the Board that the Housiatg Authority hoped to acquire additional property next year for the proposed parking lot. In executive session Mr. Meeks moved that it be approved provided they provide off-street parking facilities by July 1, 1963. Docket No 39-61 Applicant: Thomas R. Henderson Location: 110 North Cedar Street Description: Lot 10, Block 3, Riffel and Rhoton's Ridge - land Addition Classification: "A" One -family District Variance: From the side yard provisions of Sec. 11 Ord. 5420, to permit construction of an open carport Mr. Henderson was present. The plot plan shows that the garage will be to within 1 foot of the side yard. There will be a driveway and a 15 foot strip between his property and the house next door on the other side. He said the alley is narrow and steep and is used by no one but the garbage man. In executive session Mr. Meeks moved it be approvedp Mr. Anderson seconded and the motion carried unanimously. He said the present garage sits out in front of the other houses on Scott St. He wants to 'tear it down and put it on the back of the lot as it is blocking the view of a neighbor. In executive session Mr. Meeks moved that it be approved if the building is torn down and reconstructed with only one story, Mr. Anderson seconded and the motion carried unanimously. Docket No. 42-61 Applicant: Mr. J. P. Lowman Location: 2107 Bragg Street Description: The west 95 feet of lot 2, block 27, Bragg°s Second Addition Classification: "B" Residence District Variance: From the side yard provisions of Sec. 11 Ord. 5420, to permit construction of an opera carport Mr. Phillip Dixon was present to represent Mrs. Lowman, who was also present. They said that this is the only possible place on this lot for a carport. They said there had been one there before; the posts are still there. She wants to tear the front porch and make room for a double carport. There was one letter of protest. Mrs. Lowman said someone had gotten the impression that she was renting an apartment on the lot. She assured the Board that no one lives on the lot but her and her husband and that there were no utilities there except electricity. In executive session Mr. Meeks moved that it be approved provided Mrs. Lowman will not use the building on the back of the lot to rent as an apartment, Mr. Anderson seconded and the motion carried unanimously. He said the existing billboards on the property are intended to be used as a buffer fog the light, etc., for the apartment house. The building will contain fivo units, will be brick front, with aluminum on the back and sides, with individual patios behind each one. Mr. Breckling said this does not comply with any of the require- ments of Ord. No. 5420, Section 1, definition of yard, which is defined as a space on the same lot with a building open, unoccupied, and unobstructed by buildings or structures from the ground to the sky. The entrances will be on the alley side and will be screened with plantings or lattice work. In executive session Mr. Anderson felt it coula be approved if the billboards are taken down. The allay is normally used as a street by the duplex on the other side. Mr. Breckl.ing said the building cannot be turned to face the billboards because it would conflict with the definition of a yard in the zoning ordinance. fir. rAnderson moved it be approved provided they remove the billboards from the property, Mr. Meeks seconded and the motion carried unanimouvIv. He said this request is to move a temporary building onto this lot and they hope to be able to build a permanent building by January, 1962. No objectors were present. In executive sessions it was decided to delay action on this request until he submits his building plans, notifies the balance of the property owners within 140 feet of his property line, and submits information on his bill of assurance. Docket No.-48659 Applicants Oak Forest Methodist Church by William Shaffer Locations 25th and Fair Park Boulevard Descriptions Lots 3 through 10$ block 50$ Cherry and Cox Addition Classification: "B" Residence District Variances From all applicable provisions of Section 11 of that ordinance to permit construction of an educational building. The church is requesting the Board to reconsider their former action of., requiring them to remove the building on lot 5, block 50, Cherry and Cox Additione In executive session the Board decided to adhere to their original decision of requiring the church to remove the building. ITEM NOT ON THE AGENDA LITTLE ROCK HOUSING AUTHORITY PLANS FOR APARTMENT BUILDING at the SE corner of 'Wright Avenue and High :Street. Mr. Wythe Walker* owner and developer and Mr. Bob Robeson, architect, were present to discuss these plans with the Board. They stated they wanted the Board to know what they were doing and to keep them informed of the changes in their plans. They said the original waiver was for two buildings on the tract and a height of 170 feet. The height of the new building will be 130.6 feet, or about 40 feet less than what was granted. They had decided to locate the second building in a different place than was originally planned. They explained the change to the Board. Mr. Meeks moved that the revised building be approved, Mr. Anderson unanimously. ADJOURNMENT plan for the location of the second seconded and the motion carried The meeting adjourned at 3s40 P.
