15655 1 RESOLUTION NO. 15,655 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A TWELVE (12)-MONTH CONTRACT WITH EIGHT (8) 5 ORGANIZATIONS, IN A TOTAL AMOUNT NOT TO EXCEED THREE 6 HUNDRED SEVENTEEN THOUSAND, SIX HUNDRED EIGHTY-NINE 7 AND 63/100 DOLLARS ($317,689.60), TO PROVIDE NEIGHBORHOOD 8 SAFETY PROGRAMS AND ACTIVITIES TO THE RESIDENTS OF 9 LITTLE ROCK, ARKANSAS, IN AN EFFORT TO REDUCE 10 COMMUNITY VIOLENCE AND INCREASE PUBLIC SAFETY; AND 11 FOR OTHER PURPOSES. 12 13 WHEREAS,there has been an increase in criminal activity over the course of the Pandemic and the 14 City will respond to the Public Health Emergency by providing Community Violence Reduction Services 15 and activities for the benefit of City residents, particularly in areas identified by the Little Rock Police 16 Department as "Hot Spots", e.g. Wards 1, 2, 6, and 7, in an effort to increase positive outcomes and the 17 overall quality of life for the children, youth, and families residing within the City of Little Rock, 18 Arkansas;and, 19 WHEREAS, Bid No. 1490 requested applications for Neighborhood Safety Programs that would 20 become part of the Prevention, Intervention, and Treatment Programs conducted by qualified 21 organizations located anywhere within City Limits; and, 22 WHEREAS, as a result of Bid No. 1490, Neighborhood Safety Programs, eight (8) applications, 23 which met the minimum score for funding consideration,were selected by a Review Committee;and, 24 WHEREAS, at their March 2022 Meeting, the Commission on Children, Youth and Families 25 voted to endorse these contracts contingent upon the approval of the Board of Directors; and, 26 WHEREAS, upon the formal adoption of this resolution, a contract will be finalized and executed 27 with the qualified organizations. 28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 29 OF LITTLE ROCK,ARKANSAS: 30 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreements 31 with the following eight (8) organizations in an amount not to exceed each organization's pricing pro- 32 posal amounts listed below: 33 34 Page 1 of 31 Organization Amount Arts and/or Cultural Enrichment Arkansas Symphony Orchestra $44.386.54 Backyard Enterprises $18,226.69 Tutoring, STEM Activities and/or Academic Enrichment Urban League of Arkansas $44,900.00 Project Renew, Inc. $35,716.40 Parental,Family and Community Engagement: McMahan Consulting $44,700.00 Social and Emotional Learning Boys& Girls Clubs of Central AR(Thrasher) $39,670.00 TRich Dream Believe $45.000.00 Recreation, Health and Wellness Bridge2Success $45,000.00 Total Amount $317,689.60 1 2 Section 2. Funds for these programs are available from the 2022 Prevention, Intervention and 3 Treatment Special Project Budget Allocation,Account No. 108159—S 15C376. 4 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period no 5 longer than twelve(12)months.The programs will operate between May 1,2022,through April 30,2023, 6 with the final report due May 31, 2023, with an understanding that the City ratifies, accepts and will corn- 7 pensate any work done between May 1,2022,and the effective date of the approved,executed contracts. 8 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 9 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 10 offer similar services to any vendor during 2022 if, in its sole discretion, it decides to do so. 11 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 12 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 13 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 15 resolution. 16 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent 17 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 18 ADOPTED: April 5,2022 19 ATT T.
