No. 1 - (Z-14 2) Applicant: Location: Description: Classification: Variance: Henry Hollenburg 3421 "H" Street Part of lots 11 & Pulaski Heights, Valentine Street "B" Residence 2:00 P. M. 12, Block 10, East and E. 2 of North Requesting a variance requirements, Section an addition of carport (Zoning Ord. Sec. 11) from rear yard 43-12, to permit and storage. Mr. Hollenburg was present at the meeting. He said he had a home under construction about a month. A carport was in the original plans. This was granted under the building permit. He lacked 4 or 5 feet having room for the carport. There were no objections. Mr. Marak moved this item be approved, Mr. Meeks seconded, and the motion was approved. ITEM ido 0 2 - (z-14 Applicant: T. Q. Weiss Location: 3421 Cantrell Road Description: Part of lots 1, 2, and 129 all of lot 11 and the alley adjacent now closed, Block 1, West Rock Addition Classification: "F" Commercial Variance: Requesting a variance of more than one building on a lot, Section 43-12 to per- mit expansion of existing building (Zoning Ord. Sect. 2) - 2 - Mr. Weis was present at the meeting. He stated:there_is room for about 50 cars to be parked in his plans for off-street parking. -The building to the west is. a frame structure housing a poultry ware- house, in need of repairs. Will bring this building up to date with either block or frame building. He will pave the area for parking. Proposal is for a dining area and kitchen which will enlarge seating capacity from about 35 people to about 50 people. One inside toilet to be added, providing a toilet for both sexes. There is a beauty shop on the eastern portion adjacent to the cafe, which was recently built. Representative of the Housing Authority of Little Rock stated they have no objections. Mr. de Noble noted that parking must con- form with the new construction. Building being allowed provided off-stteet parking be complied with. There were no objections. Motion for approval made by Mr. Farrell, seconded by Mr. Marak. ITEM No. 3 - ( Z-14 Applicant: Lawrence Witherspoon Location: 7616-7618 "T" Street Description: Lots 11 & 12, Block 3, Bellview Addition Classification: "A" One -Family Residence Variance: Requesting a variance of front yard Req., Section 43-129 to permit con- struction of an addition to existing building (Zoning Ord. Sec. 11) Mr. Witherspoon was present at the meeting. This property has been recently rezoned, this matter is to be presented to the Board of Directors Sept. 16, 1963, pertaining to a franchise on the front part of an ex- isting structure. It contains a one -room office with a small storage yard which is a contractors office at this time. He stated the building could not be moved as it is a concrete structure on a slab. The pro- posed building would be no larger than 45 ft. by 100 ft. and no closer to the street than at present. There has been no comment from the church and he states they have been notified. Motion was made that action be deferred until more definite plans were submitted. The board felt that it could not grant an approval for such a large structure without more complete plans. ITEM No. 4- (Z-1494) Applicant: C. F. Hight Location: 523 N. University Avenue Description: Long Legal Classification: "E-1" Quiet Business Variance: Requesting a variance of front and side yard requirements Section 43-14 to per- mit construction of a screen (Zoning Ord. Section 12-A) Mr. Hight was present at the meeting. He stated that he has had no ob- jections. His-bf£iceis'-on Uhiversity Avenue and the street has besn cut back. A new front porch and a screen wall will give a more pro- fessional look to what was originally a residence. -3- Pictures were presented at the meeting. The screen wall to give a court -yard effect. The. retaining. wall is up to a height of about 7.feet,.to the level of the porch. He plans to take out the side walk in the front. Limited parking in the rear. This variance was granted on motion from Mr. Marakg Mr. Meeks seconded, and there were no objections. ITEM No. 5-- (Z-1495) Applicant: Westwood Nazerene Church Location: 8501 Asher Avenue Description: Lot 6, Block 4, Westwood Addition Classification: "A" One -Family Residence Variance: Requesting a variance of Rear and Side yard, more than one building on a lot, Section 43-12, 2 to permit an addition to the existing structure and parking in the front yard (Zoning Ord. Section 119 2) A representative of the Nazerene Church was present. Also, Mr. C. C. Brown, who joins on the west, and Mr. H. D. Powell, located south of this property. This property has been taken in to the city. They want to build an additional Sunday School building. The new building will be the same structure as the church. Mr. Powell has no objections if the new building is to be new masonry and trash is moved and will not object to the 5 foot clearance. Garbage and trash will be removed from this space which is vacant at the time. Mr. de Noble stated that off-street parking will be required. Church attendance is about 1309 cars parked about 15 to 18 on Sunday. The log building will be torn down as soon as the new building is completed, allowing more parking space. No meals are prepared, trash consists of waste paper. Mr. Meeks moved and Mr. Marak seconded that this variance be granted sub- ject to the curb cut and parking ordinance, and the trash can to be placed within the "L" of the church's own building and the log cabin be removed upon completion of Sunday School building and building is to be of masonry construction. Mr. Meeks moved this and Mr. Marak seconded. ITEM No. 6 - Z-108 Applicant: Location: Description: Classification: Variance: M. A. She stated she has a lot of requirements by the Housing Authority. The Housing Authority representative stated they had'no objections. This property is in the High Street Urban Renewal Area. Mrs. Jenkins stated she wanted to raise the low part of the roof. April 199 1960, request was made by Mrs. Jenkins to relocate but she did`not, pending the ac- quiring of more property. She held 75' by 150', now has 100' making 2 lots of 75' each. The building was never moved. There were no objections. This variance was denied, but a rear yard waiver of 5' is granted so that the house can be moved back to the 25 foot front building line on West 17th Street. Mr. Meeks made the motion and Mr. Marak seconded. ITEM'No. 7 - (Z-1496) Applicant: Metropolitan Baptist Church Location: 1923 Commerce Description: Lots 13, and 14, Block 403, Lincoln and Zimmerman Addition. Classification: "B" One -family Residence Variance: Requesting a variance of rear yard, more than one structure, Section 43-12, 2 to permit construction of a new building and for the old building to remain until new building is com- pleted and then the area will be used as off street parking (Zoning Ord. Section 11) There was no representative present. Mr. Marak moved this variance be approved with the stipulation of meeting the off-street parking requirements. Mr. Meeks made the motion this be approved and Mr. Marak seconded. ITEM No. 8 - (Z-14 Applicant: Mr. and Mrs. D. 0. Guill Location: 2108 Bragg Street Description: Long Legal Classification: "B" One -Family Residence Variance: Requesting a variance of Lot Area and all applicable provisions, Section 43-12 to permit an addition at side of house (Zoning Ord. Section 11) Mr. Phil Dixon represented Mr. and Mrs. Guill. The purpose of this addition to enlarge bedroom. - 5 - The house fronts Bragg Street, and the addition is to be on the - North side. A double car garage has been removed and the found- ation to be used for this addition. There is a drive way between the church and garage. There have been no objections from the neighbors. Motion was made to delay action on this variance until the October Meeting. Mr. Meeks made the motion and Mr. Marak seconded. ITEM No. 9 - (Z-14988 Applicant: Beatrice Golden Location: 616 Kimball Avenue Description: Lots 9 and 10, Block 28, Garland Add. Classification: "C" Two-family Variance: Requesting a variance of side yard requirements, Sec. 43-12 to permit construction of a room (Zoning Ordinance Section 11) There was no representative present at the -meeting. Because -of the condition of the existing building and its location on the property Mr. Meeks moved that this variance be denied, Mr. Marak seconded and motion passed.
