A quorum was present and the meeting was called to order. 2. A motion was made that the minutes of the last meeting be approved. The motion was seconded and carried unanimously. 3. Item No. I - (Z-1430) Applicant: Mrs. Carter Jones Location: 616-620- W. 23rd Street Description: South 8' of Lot 5 and all of Lot 6, Block 5, Clarks Addition Classification: "E-I" Quiet Business District Variance: Requesting a variance from Sec. 43-2, 21 of the Code of Ordinances of the City of Little Rock of one parking space and more than one building on a lot. Mrs. Jones was present. There is a garage on this property and she plans to remodel and convert it into a beauty shop. Her present building is in the Downtown Urban Renewal Area of the Little Rock Housing Authority. Mrs. Haley was present to object because she feels a commercial establishment would create a parking problem and would lower their property values. Jane Harding was present and stated she has no objections to this waiver. In Executive Session Mr. Lyons made a motion that this application be approved and that four parking spaces be provided on the property. Mr. Meeks seconded the motion and it carried unanimously. Item No. 2 - (Z-1431 Applicant Glen Crowell by Earl Edwards Location: 919 South Monroe Description: Lot 5, Block 12, Cunningham's Addition Classification: "B" Residence Variance: Requesting a variance from Sec. 43-12 of the Little Rock Code of Ordinances to permit enclosure of front pwsrch. Mr. Crowell was present. Mr. Meeks made a motion that this application be approved. Mr. Lyons seconded the motion and it carried unanimously. 2 _ Continued Matters I. Applicant: Southwestern Bell Telephone Co. Location: 4125 Woodlawn Description: Block 3, Lots 11, 12 & 1.3, Pulaski Heights Addition Classification: "B" Residence District Variance: Requesting a variance as a special exception of Section 43-22, 21 to permit a wgiver of a utility structure in any district and parking, Mr® Davenport was present. He stated the drainage problem with Mr. Hayden would be worked out. In Executive Session Mr. Meeks made a motion to approve this application provided 5 parking spaces are provided for the building south of Woodlawn Avenue immediately adjacent to the alley and the first space not to be closer than 5 feet and that three parking spaces be provided in the rear in the offset to the south side of the building adjacent to the alley, and the Telephone Company grade and hard surface the alley from Woodlawn Avenue to the south property line to provide adjacent ingress and egress and the grade and paving be approved by the Public Works Department, No curb cut be allowed along Elm Street and the balance of the south area remain as green space except for the three parking spaces. Mr. Lyons g`econded the motion and it carried unanimously. 2. Applicant: Otho Hesterly Location: 8 Brookfield Cove Description: Lot 11, Section I, Brookfield Sub. Classification: "A" One-family;District Variance: Requesting a variance from the front yard requirements of Section 43-12 of the Little Rock Code of Ordinances to permit location of house closer - to the front I i ne. Mr. Otho Hesterly and Mr. Robert White were present. They have checked into the matter of having the Bill of Assurance amended and the cost of notorizing each property owner's signature - would be too much, so they have revised their plans again. In Executive Session a motion was made to approve the 15' building line from the front property line as far as the City requirements are concerned and that the property owner is concurently notified this in no way waives or affects the Bill of Assurance of subject subdivision. Mr. Lyons seconded the motion. The motion carried unanimously. Request for Rehearing Applicant: Joseph Kaufman Location: 7608 "T" Street Description: Lots 13 & 14, Block 3, and S. 10' of the alley immediately north and adjacent to Lots 13 & 14, Bellevue Addition Classification: "D" Apartment Variance: Requesting a variance from the front yard requirements of Section 43-21 to permit parking in front yard area. He presented a revised plot plan to the Board. In Executive Session a motion was made to approve this application provided he complies to the parking layout and curbs aid surfacing.
