A quorum was present and the meeting was called to order 11. A motion was made that the minutes of the last meeting be approved. The motion was seconded and carried unanimously. Q III. Mr. Lewis E. Reynolds was present. A motion was made that this application be approved. The motion was seconded and carried. Tract No. 3 -(Z-1414_) Applicant: Leland Sartin Location: 3816 Lee Avenue Description: Lot A of Sartin Replat of Lots. 11 & 10. Block 1, Pulaski Heights Addn. Classification: M"-Apartment District Variance: Requesting a Variance from the front yard requirements of Section 43-21 to permit parking in front yard. Fred Sells was present to represent Mr. Sartin. Charles Brown was present to represent property owners, Dean Davis, Frank Johnson, Newton Kershaw, who do object to this waiver. The school immediately across the street from this proposed building, and there is no parking at this particular point. The only available parking is on the west side of Pine Street. This would represent a tremendous parking problem in an already conjected area. Mr. Chesser was present and would like to see the plans. Mr. Sells said it would be a very attractive build- ing. He stated if they have to they can put parking in back instead of rant, but would not be 'nearly as attractive. Mr. George Fry was present to object to waiving front yard require- ments because it is this way in the Zoning Ordinance and sees no reason for waiving them unless it is in public interest. Mr. Riley and Mr. George Lorenze were present to object. In Executive Session a motion was made that this application be denied. The motion was seconded and carried unanimously. Item No. _4 __ Z-141 Applicant: Southwestern Bell Telphone Co. Location: 4125 Woodlawn Description: Block 3, Lots 119 12 and 13 Pulaski Heights Addition Classification: "B"-Residence District Variance: Requesting a variance as a spio cial exception of Section 43-22, 2 Q V) Ul Cb 0 M W � .c m W V) W CL in -3- permit a waiver of a utility structure in any district and parking. Mr. Green was present to represent this application. There will be from 5 to 6 employees in the near future. Mr. Thompson, 520 N. Elm Street, thinks it would impair the property values. Lyle Hayden was present and stated of the drainage from theroof is similar to the present building he would object. After some discussion Mr. Hayden's objection was eliminated. A motion was made that this application be deferred for two weeks until the special meeting of the Board of Adjustment. The motion was seconded and carried unanimously. The Board suggests the Telephone Company contact Mr. Thompson during this time and consider the possibility of parking off of the alley adjacent to Woodlawn Avenue. Item No. 5 -_ (Z-1406) Applicant: Burnette Counts Location: 4823 "C" Street Description: Part of Block 3, Howard Adams Addition Classification: "B"-Residence Variance: Requesting a variance of front yard requirements of Section 43-12 of the Little Rock Code of Ordinances to permit construction of a bedroom and carport. This application was deferred until the June meeting because the applicant failed tD get her plot plans into the office. Item No.! 6 - (Z-1415) Applicant: Hockview Dev. Corp. by Bob Robinson Location: Highway #10 and Cedar Hill Road Description: Tract 15 of Riverside Commercial Park Classification: "F"-Commercial District Variance: Requesting a Variance of height requirements of Sec. 43-15 of the Little Rock Code of Ordinances to permit construction of new office building. Bob Robinson was present. Mr. Herbert Binging waspresent to represent the United Automobile Workers who own property adjacent to this. He objected because he felt the additional height would completely hide their proposed building. After some discussion with Mr. Robinson his objection was removed. Mr. George Millar, Little Rock Housing Authority, was present to state the Housing Authority thinks this is a good development and would like to see it go in. In Executive Session a motion was made that this application be approved. The motion was seconded and carried. Mr. Farrell abstained. -4- Item No._7 =_(Z-1214) Applicant: Location: Description: Classification: Variance: Herbert C. Rule 2222 Beechwood Lots 6, 7, and 89 Block 10 Country Club Heights "A" -One -family District Requesting a Variance from the rear yard provisions of Sec. 43-12 of the Little Rock Code of Ordinances to permit constructiDn of a carport on back of house. Mr. Herbert C. Rule was present. A motion was made that this pplication be approved. The motion was seconded and carried unanimously. Item No. 8 - (Z-840L APPLICANT: B. F. Fitzhugh Location: 5901 Hawthorne Road Description: Lot 36, Forest Heights Place Classification: "D"-Apartment District Variance: Requesting a Variance from the front yard requirements of Sec. 43-21 to permit parking in front yard space. Joseph Kaufman was present. He stated he has no rear access and there is a steep grade fro m the front to the rear for parking in that location. The Staff pointed out to the Board that at Mr. Kaufman's originalapplication for a building permit he showed his parking in the front as requested at this meeting. The permit was denied and at that time Mr. Kaufman proposed that the parking be at the rear and underneath the building. Inasmuch as this complied to the Code of Ordinances, the building permit wasissued under these circumstances. The staff further pointed out that the curb cut ordinance provides for a maximum of a 40' opening with 20' islands being between such openings and that the off-street parking ordinances prohibits any direct backing onto street right-fo-way. In Executive Session a motion was made that this application be denied. The motion was seconded and carried unanimously. Item No. 10-(Z-1405)_ Applicant: Otho Hesterly Location: 10 Brookfield Cove Description: Lot 11, Section 1, Brookfield Sub. Classification: "A" -'One family District Variance: Requesting a Variance from the front yard requirements of Section 43..12 of the Little Rock Code of Ordinances to permit location of house closer to the front line -5- Mr. Robert White and Otho Hesterly were present. Mr. Meeks pointed out that the Bill of Assurances for this subdivision requires that you set back 401. A motion was made that this appli= bation be deferred for two weeks so that they can comply with the Bill of Assurance requirements for the requested waiver. The motion was seconded and carried unanimously. Item No._11 - (Z-14.10) Applicant: D. A. Bradley Location: 65 Hill Lane Description: Lot 65, Rolling Hills Classification: "A" -One -family District Variance: Requesting a Variance from the side yard provisions of Sec. 4.3-12 of the Little Dock Code of Ord. to permit construction of a carport and storage. Mr. D. A. Bradley was present. He stated the concrete for the carport was poured prior to coming into the City Limits. A motion was made that this application be approved. The motion was seconded and carried unanimously. Item No. 12 - (Z-1404) Applicant: C. G. Bishop Location:;- 5011 W. 33rd Street Description: Lots 3, 4, and 59 Block 5, Intercity Addition Classification: "I" -Light Industrial Variance: Requesting a Variance of Lot requirements of Section 4.3-2 of the Little Rock Code of Ordinances to permit more than one building on a lot Mr. C. G. Bishop was present. He stated he has a wholesale sale of automobile supplies. A motion was made that this appli- cation be approved provided he complies to the off=street parking requirements. The motion was seconded and carried unanimously. Item No. 1 - (Z-14.11)_ Applicant: S. G. Peacock Location: 4614 Asher Avenue Description: Lot 4, Block 12, Riffel & Holders 2nd Addition Classification: "F"-Commercial District Variance: Requesting a Variance from Sec. 4.3- 15 of the Little Rock Code of Ordinances to permit location of proposed building on back lot line 10 Mr. Peacock wasIresent. A motion was made that this applica- tion be approved provided they comply with the off-street parkin g requirements and subdivision rules and regulations. The motion was seconded and carried unanimously. The Staff investigated and the documents submitted by Mr. Peacock, and the property does comply with the subdivision rules and regulations. Item No. 14 - (Z-1408)_ Applicant: Lloyd Hodges by Custom Bilt Screen Company Location: 4315 West 23rd Description: Lot 3, Block 12, Sam W. Welch Addition Classification: "B"-Residence Variance; Requesting a Variance from the front yard provisions of Sec. 43--12 of the Little Rock Code of Ordinances to permit enclosure of front porch Mr. Lloyd Hodges was present. A motion was made that this application be approved. The motion was seconded and carried unanimously. IV. Approval of Development Plan at Mississippi and Cantrell. A motion was made to approve the development plan subject to providing a 10 foot dedication on the West side of Georgia Street and a 10' dedication on the north side of Ohio and providing three (3) entrances nn Georgia. The final plans of entrances and exits on Cantrell and Mississippi must be submitted to the Board of Adjustment for their approval. The motion was seconded and carried unanimously.
