Fred Sells was present to represent Mr. Sartin. Charles
Brown was present to represent property owners, Dean Davis,
Frank Johnson, Newton Kershaw, who do object to this waiver.
The school immediately across the street from this proposed
building, and there is no parking at this particular point.
The only available parking is on the west side of Pine Street.
This would represent a tremendous parking problem in an already
conjected area. Mr. Chesser was present and would like to see
the plans. Mr. Sells said it would be a very attractive build-
ing. He stated if they have to they can put parking in back
instead of rant, but would not be 'nearly as attractive. Mr.
George Fry was present to object to waiving front yard require-
ments because it is this way in the Zoning Ordinance and sees
no reason for waiving them unless it is in public interest. Mr.
Riley and Mr. George Lorenze were present to object.
In Executive Session a motion was made that this application be
denied. The motion was seconded and carried unanimously.

Mr. Green was present to represent this application. There
will be from 5 to 6 employees in the near future. Mr.
Thompson, 520 N. Elm Street, thinks it would impair the property
values. Lyle Hayden was present and stated of the drainage
from theroof is similar to the present building he would
object. After some discussion Mr. Hayden's objection was
eliminated. A motion was made that this application be
deferred for two weeks until the special meeting of the
Board of Adjustment. The motion was seconded and carried
unanimously. The Board suggests the Telephone Company contact
Mr. Thompson during this time and consider the possibility of
parking off of the alley adjacent to Woodlawn Avenue.

Bob Robinson was present. Mr. Herbert Binging waspresent to
represent the United Automobile Workers who own property adjacent
to this. He objected because he felt the additional height
would completely hide their proposed building. After some
discussion with Mr. Robinson his objection was removed. Mr.
George Millar, Little Rock Housing Authority, was present to
state the Housing Authority thinks this is a good development
and would like to see it go in. In Executive Session a motion
was made that this application be approved. The motion was
seconded and carried. Mr. Farrell abstained.

Joseph Kaufman was present. He stated he has no rear access
and there is a steep grade fro m the front to the
rear for parking in that location. The Staff pointed out
to the Board that at Mr. Kaufman's originalapplication for
a building permit he showed his parking in the front as
requested at this meeting. The permit was denied and at that
time Mr. Kaufman proposed that the parking be at the rear and
underneath the building. Inasmuch as this complied to the
Code of Ordinances, the building permit wasissued under these
circumstances. The staff further pointed out that the curb
cut ordinance provides for a maximum of a 40' opening with
20' islands being between such openings and that the off-street
parking ordinances prohibits any direct backing onto street
right-fo-way. In Executive Session a motion was made that this
application be denied. The motion was seconded and carried
unanimously.

Mr. Robert White and Otho Hesterly were present. Mr. Meeks
pointed out that the Bill of Assurances for this subdivision
requires that you set back 401. A motion was made that this appli=
bation be deferred for two weeks so that they can comply with
the Bill of Assurance requirements for the requested waiver. The
motion was seconded and carried unanimously.

The motion was seconded and carried unanimously. The Staff
investigated and the documents submitted by Mr. Peacock, and the
property does comply with the subdivision rules and regulations.
Item No. 14 - (Z-1408)_

application be approved. The motion was seconded and carried
unanimously.
IV. Approval of Development Plan at Mississippi and Cantrell.
A motion was made to approve the development plan subject to
providing a 10 foot dedication on the West side of Georgia
Street and a 10' dedication on the north side of Ohio and
providing three (3) entrances nn Georgia. The final plans
of entrances and exits on Cantrell and Mississippi must be
submitted to the Board of Adjustment for their approval.
The motion was seconded and carried unanimously.
