Barber Dorothy Riffel OTHERS PRESENT Perry k1hitmore, Assistant City Attorney Jerry Dhonau, Gazette Reporter There being a quorum, the meeting was called to order at 2:00 P. M. The minutes of the last meeting were approved as mailed. Action was taken on the following applications for Variance: - Item No. 1 - Z-1718 Applicant: Arkansas -Louisiana Gas Company Location: 400 Block East Capitol Avenue Description: Block 149, Original City and Block 17, Pope's Addition Variance: Requests Variances from the Front Yard Provisions, Rear Yard Provisions, and Height Provisions of Section 43-15 Mr. Thomas A. Gray, Architect, was present in the interest of this application. He exhibited drawings of the proposed building which he stated would conform to the general appearance of buildings in the Quapaw Quarter District which is in the Central Little Rock Urban Renewal Project. Mr. George Millar, Jr. Assistant Executive Director of the Little Rock Housing Authority, stated that the Housing Authority, in keeping with the project plan, recommended asking the Board of Adjustment for the Variances instead of asking for rezoning from "F11- Commercial to "H"-Business classification. There will be 1300 parking spaces within a 6001 radius. -2- Board of Adjustment Special Meeting - Minutes 10-5-64 The proposed building is to be 63' high not including the penthouse. Mr. Whitmore was asked if the addition of an additional story could be waived at this time, and it was his opinion that the waiver would apply only to the use of the plot plan as filed. A motion was made that the Variances requested in accordance with the plot plan as submitted be approved and it was seconded and unanimously passed. Item No. 2 - Z-1709 Applicants Cosmopolitan Apartments, Inc. Location: 3800 Block of Kavanaugh Boulevard Description: All of Tract A, Allsopp Valley Subdivision Classification: "D"-Apartment District Variance: Requests a Variance from the Main Structure Provisions of Section 43-2(5) of the Code of Ordinances to permit more than one main structure on a lot (two apartment houses) Messrs. Lynn Wassell, Architect, and George Cook were present in the interest of this application for Variance. Complying with the request of the Board for more detailed information regarding the access road, Mr. Wassell stated that it would be 40' in width, 30' pavement width from Kavanaugh Boulevard, and would serve property to the southwest. Mr. Hocott has used it as a back access to his nursery property. Mr. Yandell Johnson was also present, who stated that his objections were still those that he made at the September 21st meeting w H ch were (1) that because of the narrow width of the drives and no turnaround or exit route, a fire hazard would exist as fire trucks could not get in or out (2) wouldn't add to the beauty of the City or community as it looks like a barracks building (3) that it would present a traffic hazard if the access road is kept at its present angle as shown on the plat, (4) and that the Variance was not in the "hardship" category. A motion was made by Mr. Meek that the Variance be approved subject to a 40' access road with 30' pavement width, the construction of which would be subject to the approval of the Public Works Department, and that the design of the inter- section of the access road at Kavanaugh Boulevard be approved by the Traffic Department, and that a circular drive to connect the east ends of the two park- ing areas be provided. The motion was seconded and passed, with Mr. Farrell abstaining. There being no further business, the meeting was adjourned at 3:00 P. M. 7/ D r Dorothy Rif , I Q ` Secretary.
