There being a quorum, the meeting was called to order. The minutes of the last
meeting were approved as mailed.
Action was taken on the following applications for Variance:
Item No. 1 - (Z-1690)
Applicant: Lewis Rauton
Location: 1300 Scott Street
Description: Lots 11 and 12,Block 14, 0r¢i9*nal City
Classification: "VI -Apartment District
Variances Requests a Variance from the Off-street Parking
Previsions of Sec. 43-21-H of Code of Ordfnances
to permit parking in front yard space.
Mr. Lewis Rauton was present. There were no objectors. He stated that a building
permit had been issued on the property; that the property is in the historic district
of the City and thinks it is entirely possible to do something better than the
present permit allows, and would therefore like to ask particularly for a waiver of
the front -yard parking requirement. This is in a commercial area and parking is
acute in the neighborhood. He stated that this was not a speculative venture, but
would be a real nice property for his ownership and that he is very definitely
concerned about the over-all appearance of the property and thinks it will be quite
acceptable in the neighborhood. He submitted an alternate plot plan, (which was
not advertised in the legal ad), which would screen off the entire -parking area,
and would allow for a large green area and stated that he would be willing to use
either one. Also arrangements have been made for garbage containers of a modern type,
and utility connections are from the alley and he intends -:to screen both as much as
possible. There are to be 18 units, nine in each building, 19 parking spaces in rear

front and side.
A motion was made in Executive Session that action be deferred until the next meeting
in September to permit Mr. Routon to submit another plot plan which would include a
5' sideyard setback (green space) on 13th Street and a considerable amount of green
space on Scott Street. The motion was seconded and passed unanimously.

Mr. McMinn was present who
said that the office building was nearly completed and
needs parking space in the
front -yard setback which is on an.adjoining-1of� A motion
was made to grant the Variance provided all other parking requirements of the Code of
[ordinances were complied with.
The motion was seconded and passed unanimously.

Requests a Variance from the Front Yard Setback
Provisions of Sec. 43-15 of the Code of Ordinances
to permit construction of a building 2 feet inside
front yard setback
Mr. Barron was present who said that the property was bought from the Housing
Authority and the plat on file in the Clerk's office showed the sewer tine to be
running on the property line. After the footings were poured, it was discovered
that the sewer line is not on the line as indicated, but that it is on the applicant's
property by some 3' which necessitates rending the sewer, which is very expensive,
or moving the building which is what he is requesting permission to do. In doing
so there would be an encroachment of 21 on the setback line. The Housing Authority
has no objection. Mr. Farrell suggested that maybe the building could be moved
east toward Rebsamen Park Road instead of west toward Highway No. 10.
A motion was made for approval of the Variance as requested which was seconded and
passed unanimously.

Variances Requests a Variance from the Use Provisions of
Sec. 43-3 of the Code of Ordinances to permit
temporary location of construction office and
equipment storage for on -site improvements in
shopping center and subdivision
Mr. Garner and Mr. Jack Holt, Jr., Attorney, were present to represent this applica-
tion. Mr. Holt said that Mr. Garner owns six blocks and the equipment will be stored
within the center of the property. He stated that when Mr. Garner started the
development about ten years ago, it was in effect a private urban renewal project
of low class slum houses and the property to the west of Florida Street was un-
developed. Mr. Garner has developed this area over a period of time, Hall Cove
Subdivision being one of the original areas to be developed.
A motion was made that the present equipment yard be relocated in.an area bounded
by Florida Avenue and north of Hughes Street extended west, and west of the proposed
extension of Bryant Street, and that the field office and equipment storage be removed
within a period of 18 months. The motion was seconded and passed unanimously.
Item No. 5 - (Z-1-686)

Variancd:- Requests a Variance from the Side Yard
Setback Provisions of Sec. 43-12 of the Code

4 foot brick -screening wall around an air -
conditioner cooling unit (said wall to be 10
feet from property line)
-"here were no objectors. Mr. Frank Cox, Attorney and Mr. Loket, applicant, were
present. Mr. Cox explained thatthe screening wall would be constructed of brick
ofith open spaces between which would surround the air-conditioning unit in the
yard.
A motion was made that the Variance be granted and that the wall be constructed to
the height of the tower of the air-conditioning unit. The motion was seconded and
passed unanimously.

application for Variance. He said he wanted to,add two roms an the side cf his
hoarse and peat two roams and bath upstairs. The house. was built in 1949, and it is

his father.
A motion was made that the Variance be granted,which was seconded and passed
unanimously.

Mr. J. A. Mattingly was present, as was Mr. Whittaker, an adjacent property owner,
who wanted some inf@rM.atimas to Mr. Mattingly°s plans for the property. He ogees
property south of this tract facing Mr. Mattingly's property. Mr. Mattingly explained
that he wanted to build another- b-uirlding adjacent to the bui l ding facing Wakefield
Drive, which would be 30' X 501 also facing Wakefield Drive, and another building
240 X 320 to be built to the north facing 65th Street. They would be concrete block
and steel construction. A motion was made that the Variance be aranted which was
seconded and passed unanimously.
There being no further business, the meeting was adjourned at 4s00 P. M.
