Taylor Richard Wood Dorothy Riffel 3:00 P.-M.- There being a quorum present, the meeting was called to order. The meeting was called to consider a development plan of a park on the Little Rock Public Library property at the southwest corner of Seventh and Louisiana Streets, Case Z-1677. The Library Commission had requested a Variance from the off-street Parking Require- ments of Section 43-21 to permit the use as a park site. Mr. Carl L. Brunck, representing the architect on the Library project, William S. Allen, presented the development plan to the Board of Adjustment who said the park would displace about 24 parking spaces. The park would be two or three feet below sidewalk level of Louisiana and Seventh Streets and steps will be provided to enter and leave it. Trees will be planted in eachof the four corners of the park which will contain large planters for greenery with benches around these planters. The possible placing of statuary also is planned and the floor of the sunken park will be decorative and will be lighted at night. Mr. Raymond Rebsamen will donate a fountain 34' X 16, in the center of the area. The original parking space as required by the City Code of Ordinances was 108' X 78' and parking facilities are available across Seventh Street. Parking for employees of the Library has been provided for by a bequest in the will of Mrs. Emmet Morris whereby income from this fund may be used to pay the cost of such parking for them. The question was raised as to whether the space which is primarily for the use of the Bookmobile could be used during the day when it is not parked there, but it was the consensus of opinion that this would create confusion and some policing. Mr. J.N. Heiskell, a member of the Library Commission was present and stated that Little Rock will have a great gain by having this beautiful spot, fountain and -2- L.R.Board of Adjustment Special Meeting Minutes 7 -1 o-64 parkway, and trees in the downtown area. A motion was made by Mr. Lyons that the parking requirement be waived in lied of the building of the park as shown on the development plan.
