of school building within 20" of rear property line
Mr. Bill Terry, Attorney was present in the interest of this application. There
were no objectors. He explained that this situati❑n involved the construction
of an addition to the Horace Mann High School which will be 10" from the rear
property line. However, the rear line is an alley which is being closed by the
City B�)a rd so that an additional 10" will be picked up in that closing which
will result in a need for a 51 waiver as 251 rear yard apace is needed. In the

event that the alley closing does not go through, they want a waiver of 15 feet.
Thy reason for this request now is that a building permit may be applied for
befom the alley closing is official. Mr. Blass said they want to save some
trees along McAlmont Street.
A motion was made by Mr. Lyons and seconded by Mr. Farrell that this Variance
be approved. The motion was passed unanimously.

Mrs. Paul Wickoff was present, and there were no objectors. She stated that
this property had been used as a duplex for the last 8 years.
A motion was made by Mr. Meeks, seconded by Mr. Lyons that the application be
approved, which passed unanimously.

Sec. 43-7 of the Code of Ordinances to permit
expansion of non -conforming use.
Mr. Bruce Bullion, Attorney was present representing Coleman Dairy. This property
was taken into the city several years ago at which time it became non -conforming.
They prop,:_,[r., to add a freezer unit to the distribution plant; have already
ordered s: heavy machinery which requires storage spaceo He stated that Mr.
Doe Kemp, City Attorney, suggested that they take this route and get a waiver
of the 5®n-conforming use, and later an ask for rezoning to ""I" -Light Industrial
which it should have been all along. Mr. Boots Coleman was also present, and
stated that the freezer room would be below zero and will conform to the other
construction. It is now zoned "F"-Commercial, and the fact that it is a
manufacturing plant makes it non -conforming. He said that the addition would
add to the beauty of the building instead of detracting from it. There is
plenty of acreage in the rear for parking if needed.
A motion was made by Mr. Lyons to approve the requested Variance, seconded by
Mr. Farrell, which carried unanimously.

Mr. O. L. Pendergraft was present to represent the Church. In,the next three
or four months a s4nctuary and Sunday School building will be built, and they
wish to erect a sign on the site for advertising purposes at this time. The
sign will be there less than a year. There were no objectors.
A motion was made by Mr. Farrell, seconded by Mr. Lyons that the application be
approved with the understanding that the sign would not be used for a period in
excess of twelve months. The motion passed unanimously.

Mr. Fagan was present. There were no objectors. He stated that Mr. Tom Trimble
lives next door and has no objection to this addition. The present garage will
be removed. Mr. Price Roark is the architect and this addition will conform
to the plan submitted.
A motion was made by Mr. Meek, seconded by Mr. Farrell, approving sideyard
Variance for the addition to the principal structure and the proposed carport
as shown on the plan. The motion was passed unanimously.

Mr. T. E. Ware, 204 North Tyler, and Mr. do B. Partlow, 5403 "A"" Street were
present in opposit?cn to this Variance. He said Dr. Fowler wanted to build a
duplex, and that Coleman Creek roans northwest to southeast which leaves very
little room for the building without putting the structure closer to the street
than 251. If and when the area is developed later on, it would make one
structure set out closer to the street than the others. Mrs. Raymond Liner,
200 North Tyler filed a letter in opposition. They mentioned the fact that a
run .,r had been circulated that the City had Plans to extend "A"l-Street, but
the Board members explained that the street would probably never ipe. extended
because it would necessitate the construction of a bridge which cost would be
prohibitive. Dr. Fowler has spent $3500. on the construction of a road to this
property.
A motion was made by Mr. Farrell, seconded by Mr. Lyons for approval of this
Variance as is +pith the recomm�ndation that the building be moved to the east
within 5" of the east property line and increase the front setback. The motion
was passed unanimously.

Mr. L. C. Cohen was present who stated that the house is 44 years old -and that he
had lived there 32 years, and that he only wants to change the front to enclose part
of the porch. There were no objectors.
A motion was made by Mr. Meeks, seconded by Mr. Lyons that the Variance be approved,
which was passed unanimously.
OTHER MATTER NOT ON AGENDA
Mr. de Noble stated that the Little Rock Public Library at 7th and Louisiana Streets
wishes to use the north part of the property for a parts instead of being used as a
parking lot for patr.ns. In order to meet permit requirements, this provision
will have to be wai�,nd as the ordinance requires off-streetparki ng for at least
19 spaces_ Mrs. Burkhead was asked to bring this matter up with the Library
Cssion. Before this area cmuld be used as a park, it would have to come

trees and fountain. Employees of the Library -will have access to public park-
ing facilities, with the cost of such being taken care of from a fund loft by
Mrs. Emmet Morris in her will.
Mr. Hei skel 1 sated that it is an open area between the new Libr,arr building
and West 7th• Street, and that the employees of the library wanted to use this
space as a parking area, but the Yn-mbers of the Board of Trustees opposed this.
He stated that 11,hey didn't want people approaching the Library from the north on
Lousi ana or from the east or west on 7th Street to seep; a parking lot instead of
the front of a beautiful building. There would be public reaction to hawing
a parking lot there. Mr. Heiskell stated that the Board has secured a legal
opinion that revenues from the bequest of Mrs. Emmet Morris could beused to pay
parking expense of the employees at wane other location. A _public spirited
citizen has offered the gift of a beautiful fouptiti n if the area is retained
as a park. Then they received a letter from Mr. de Noble requiring that a
public building have parking spaces. The County Book Mobile will have quarters
in the north and of the Library and a wall will be built across this area parallel

Mr. Kuehnert advised Biro Heiskel1 that the consensus of the Board was rather
favorable, but th,rt a plan should be submitted and a petition filed for considera-
tion at the next meeting.. He -suggested %hat an architect should submit a plan
D and that Mr. Scott Farrell, a member of the Board of Adjustment, who is an architect,
