This meeting was called at the request of Mr. Roy H. Hogan, Local Manager of the
Arkansas. Power 6 Light Company to re -hear new and additional evidence to support
its request for Variance (Case-Z-1896) heard by the Board of Adjustment on October
18, 19b5 at which time a Variance was denied to permit location of an electric
substation in a residential zone.
Mr. Hogan stated that he would like to clear up some matters which could easily have
been misconstrued, and desired to set forth three points which he thought were
important: (1) technical factors involved in the selection of a substation site;
(2) work done at this site; (3) acquisition of the site. He asked members of the
Arkansas Power & Light Company technical staff to explain various facets involved
under the jurisdiction of Mr. Everett Thompson, Electrical Engineer; Mr. George
Spencer, Right-of-way Agent. Also present were Messrs. Reeves Ritchie, Bruce Menees,
and H. L. Leftwich and others of the Arkansas Power & Light organization.
Those present in opposition included Messrs. de Matt Henderson, Jeff Davis, Judge
William Smith, Mrs. Perrin Healey, Mrs. Alfred Kahn, Jr., Dr. and Mrs. Frank Padberg,
Mrs. John Almand, Finley Vinson, Thurston Runyan, and others - most of whom were
present at the last meeting on October 18th.
Mr. Scott Farrell stated that the Board was confronted with a very serious problem
in making a decision on this case, and wanted those present to know that the Board
had certainly worried about this decision, and stated that he wanted at this time
to record that after full -consideration of the facts 'presented, the members of the
Board still deny the petition of the Arkansas Power & Light Company. This is a

conclusion, he said, which has been made honestly and.unbf.as.ed,.and wanted to thank
all interested parties on both sides for being -attentive and especially for being
polite. Mr. Kuehnert disqua.lifed himself and was -not present at the hearing. (The:

of the record.)
Case No. Z-1661 which appeared on the Agenda was not considered due to the failure of
applicant to furnish evidemm of nsti ficati on., to adjacent property owners. Neither
the applicant nor his representative was -present at this meeting.
There being no further business, the meeting was adjourned at IW 5 P. M.
