Look 3815 Kavanaugh Boulevard Tract "B"-Allsopp Valley Subdivision 01D"-Apartment District Requests Variance from the Main Structure Provisions of Section 43-2-(5) of Code of Ordinances to permit more than one main structure on a lot - Mr. George L. Cook, the applicant, was present. He stated that since the last meeting on August 16th, he, Mr. Taylor, and Mr. Barber had visited the site of the Crestwood Manor Apartments, Phase #2 in an effort to work out a layout that would be acceptable to the Board of Adjustment and which would be practical to him. The revised! plan which he submitted shows a one-way drive all through the property. Phase ##1 is operating with a one-way traffic pattern now, and signs are up, and it has worked well toward relieving vandalism and simplifying the traffic problems. As far as density is concerned,he stated that by his computa- tion, 1200 square feet per unit would have allowed him to construct 87 units whereas his plans call for only 48 units. Driveways are all '40 feet except the 25 foot drive in the swimming pool area. A motion was made for approval of the application subject to approval by the City Engineer of provision for handling storm drainage off of Kavanaugh Boulevard. The motion was seconded and passed unanimously. Tract No. 2 - Z-1887 Applicant: C. V. Hoke Location: 315 E. Capitol Avenue Description: West 75 feet of Lots- 10, 11 and 12, Block 40, Original City of Little Rock Classification: ''F"-Commercial District Variance: Requests a Variance from the Use Provisions of Section 43-22-(4)-(e) of the Code of Ordinances to permit the location of a public garage in an "IF" -Commercial zone Mr. C. V. Hoke, the applicant-, and Mr. Stuart Flanders, owner of the Stuart Muffler Shop at 200 E. Capitol Avenue who is the prospective lessee of the property, were present. His operation now includes muffler and brake shop as well as the sale and installation of seat covers. The new location would enable him to do the same type of work- that he is doing now-, and allow him to conduct an automobile accessory store business in addition. There will be no motor or body work done, and all other activity will be contained within the building. His business hours are from 7:00 A. M. to 5:30 P. M. - no night work nor Sunday operation. Trash pick-up is made three times a week, and the accumulation of old mufflers and other debris would be hauled away by his own trucks. There would be ample outside parking, and if this building is constructed on the east property line (adjacent to the apartment building) the east wall will be solid without windows and only an entrance door. Miss Louise Repetti, 518 Rock Street, adjacent property owner, was present in opposition, stating that she had -lived there for 39 years and thinks that a muffler shop would depreciate the value of her property and would create a fire hazard. Mr. C. E. Whitlow, co-owner of property at 500 Rock Street which is an apartment building, stated that he did not live at this location, but that his mother did and the income from the apartments was her livelihood. He was concerned about the type of business going in there, and that he did not object to the building but would like for it to be a quiet type which would not be objectionable to tenants in the apartments. Mrs. Whitlow, his mother, who lives at 500 Rock Street, stated that in her opinion property values would be depreciated, and that since this is income property, she would not like her tenants to be disturbed by a noisy and objectionable type of operation. Mr. Hoke said that tentative plans had been drawn, but would be revised in an effort to satisfy the adjacent property owners. Mr. Leo J. Byrnes, owner of .the Paragon Printing Company at 311 E. Capitol Avenue was present and stated that he was interested in finding out what type of business is proposed at this location and did not want to object per se, but that he would Board of Adjustment Minutes Meeting of September 021965 -3- like it to be a fireproof building with noise from work done to be contained in the building. The alley is not now 20 feet wide and he would like for it to be widened to 20 feet and opened for regular commercial traffic. In response to a question regarding parking on the property, Mr. de Noble stated that the requirements of the ordinance with respect to parking would have to be complied with. A motion was made that the application for Variance be approved subject to the applicant submitting to the Board of Adjustment at its next regular meeting on September 20, 1965, a layout showing the size of the building, the driveways and parking area, the entrances and exits to the building, and the location of the building on the property; compliance with the requirement that any and all operations on the property will be done inside.the building only - - no automobile repair work will be done outside; and that all sotrage of trash or other disposal will be kept in containers, the design of which must be approved by the Staff.
