There being a Quorum present, the meeting was called to order by :the Vice Chairman
in the Mayor's Conference Room at 2t00 P.M. A motion was made for approval of
the minutes of the last meeting as mailed, which was seconded and passed unani-
mously.
Action was taken on the following itemss-
Tract No. 1 - Z-1854
Applicant: Southern Investment Company

Mr. .lack Barger, Vice President of the Southern Investment Company, was present
who stated that he started out with a repair permit to add a bathroom on the
back of the structure and a porch. The building was in such a bad state of
repair that they decided to construct the addition'to the structure, which will
be a couple of additional rooms (bathroom and another room) which will make it
more convenient for two elderly ladies who live there. It will increase the
value of the property, and he stated that the neighbors approve. There were
no objectors present.

A motion was made for approval. Although the structure on the tot has only a side
yard of 1.3 feet, the house adjacent on the north has a side yard of approximately
10 feet or better. As this area is in the General Neighborhood Renewal Plan for
the 'East End, the project time for this area is several years in the future. There-
fore, improvements made to structures in this area would be beneficial to the
neighborhood. The motion was seconded and passed unanimously.

Anderson Moten was present and stated that he wanted to close in a porch that now
exists to make an additional room on a house which was built in 1924. He owns both
lots and the three buildings. There were no objectors. There is to be no work done
on either of the other two houses.
A motion was made for approval of the Variance provided that no improvements are
made on the middle structure now or in the future. The motion was seconded and
passed unanimously.

permit parking lot in residential zone.
Mr. Stanley Price, Attorney was present representing the applicants, who stated
that they had contracted to purchase this property for use as a parking lot for
the proposed use of Lots 1 and 2 which are presently zoned "E-1" Quiet Business.
Mr. Storthz proposed to erect a building on those lots and stated that Lot 3 is
necessary to provide adequate off-street parking facilities. When Lot 2 was re-
zoned a covenant was entered into for screening and wall (6 feet high) to be
placed on the east and south property line to protect adjacent properties, but at
the request of Mr. Price the Planning Commission gave its approval July 18, 1965
to amend the covenant deleting the requirement of a 6 foot wall on the east side
only of Lot 2. He stated that the neighbors have no objection to this construction.
Mr. B. J. Little, 5913 "B" Street whose property is adjacent to Lot 3, stated that
he has no objection to parking on this lot, but would like to determine what pro-
visions are going to be made for screening between his property and subject property.
He stated that he would have no objection to a chain -link fence four feet in height
with evergreen planting, but did object to a concrete or brick wall which would create
a drainage problem for him. At the present time water drains off but Ike thinks that a
wall would stop the flow and back water up to the foundation of his house which is on
a lower level. He stated that his home is very close to the property line - not over
12 - 13 feet from the line. Mr. Price agreed to placing a chain -link fence instead of
a solid wall and stated that the drainage would be taken care of from an engineering
standpoint.
A motion was made that the Variance be approved provided that a 4 foot chain -link
fence with appropriate screening be place on -the east property line (Lot 3) and that
it meets the requirements of the parking ordinance;; that no parking would be per-
mitted in the 25 foot front yard space and that the brick wall 6 feet in height and
a broad -leaf evergreen planting be extended on the south side of Lot 3 from Lots 1
and 2. The motion was seconded. (Mr. Meeks disqualified himself from voting, leaving
a less than minimum voting strength. As a consequence this case will necessarily have
to be readvertised for hearing at the next meeting of the Board. The adjacent property
owners will be notified by the Department of Community Development.)

Case Z-1868 above. He stated that this Variance concerns the rear yard of Lot 2.
The applicant is asking for a waiver to make the rear yard space 12 feet; rather
than 25 feet, from the building line which would enable him to utilize the three lots
as an integral unit to its best advantage. He proposed to place adequate screening
around the unit and that the drainage problem will be worked out to the satisfaction

of the adjacent property owner. The building will house offices permitted in an
"E-1" Quiet Business District on Lots 1 and 2. There is no alley, but a utility
easement exists. The original covenant required a 6 foot brick wall, but that the
ordinance allows something more aesthetic with proper amount of green planting.
A motion was made for approval of the Variance requested provided no parking is
permitted in the front yard area ("B" Street) and that this be maintained as walk
and green area; that trash and garbage be collected in one central location within
a brick enclosure at the rear of the property; and that all requirements of the
parking ordinance are met. The motion was seconded. (Mr. Meeks disqualified himself
from voting, leaving a less than minimum voting strength. As a consequence this case
will necessarily have to be readvertised for hearing at the next meeting of the Board.
The adjacent property owners will be notified by the Department of Community
Development.)

There was no one present to represent the applicant and no objectors. Messrs. J.
Cooper Riley, 1821 North Hughes and K. J. Kuykendall, 1901 North Hughes were present
to obtain information regarding the proposed layout.
A motion was made for approval of the Variances requested provided no main building
line be closer than 15 eet to the north property line, and that curbs gutter, side-
walks be constructed along Hughes Streat; that the swimming pool be relocated to the
southwest corner, reversing the pool and apartment units; that trash and garbage be
collected in a central brick enclosure at the southwest corner of the property. The
motion was seconded and passed unanimously.

plot plan, subject to the Bill of Assurance being amended to provide for both items
in the case of this lot, -.and provided that boundary street improvements be con-
structed along Mabelvale Road. The motion was seconded and passed unanimously.

Mr. Ron Crook, representing Pulaski Building Company, builders who will construct
this house, was present. He stated that this house is in a subdivision of homes
in the price range from $15,000 to $18,000. A building permit was applied for and
it was found that there was only a 17 foot back yard space caused by the fact that
a front porch was set even with the front building line. Mr. Meek explained to him
that the Bill of Assurance would have to be ascended to show this Variance. Mr. Crook
stated that they have purchased seven lots so far and will purchase the balance of
the lots in the subdivision as houses are built and sold.
A motion was made for approval of the Variances requested to permit a 6 fdot proms
jection into the front ya r space and a 3 foot projection into the rear yard space
as indicated on the plot plan subject to the Bill of Assurance being amended to
provide for both items in the case of this lot. 'i'he motion was seconded and passed
