There being a Quorum present, the meeting was called to order by the Chairman at
2:00 P. M. The minutes of the last meeting were approved as mailed.

Mr. T.H. Tullis, Contractor, was present in the interest of the applicant, who has
the contract for the construction at this location. He stated that he had been
employed to do some remodeling work on the structures at this 1,0cation, and didn't
know that he had violated the City ordinance. The only structural change he had
made was a stairway; that it was a large remodeling job which did not include the
addition of any rooms, but did include new windows, siding, new roof, and replaced
fixtures in an existing bathroom and repaired the kitchen in the front building. The
owner has owned the property for about fifty years. The City Health Department

recently requested Mr. Day to remove the two rear buildings, which encroach into
the alley right-of-way. There is one living unit upstairs and one downstairs,
and two living units in the other building to the rear of Lot 9. On lot 8 there
is a small building now being used as an office building. Mr. Tullis wastold
that the property is now being used as "E-1" or "F"-Commercial, and is zoned
"C"-Two-family, and a motion was made that the application for Variances be
denied, which was seconded and passed unanimously.
Mr. Tullis stated that he had a lot of money tied -up in this work and asked what
could be done to correct the situation. He was told that the rear residential
structure on Lot 9 should be: moved to Lot 8 to conform with present zoning of
the lot and that structure housing the beauty wholesale supply business be
removed.

Mr. Weaver, the applicant, was present and stated that in order to comply with the
requirements of the State Health Department, it was necessary to provide addi-
tional space for a day -room, which requires 20 square feet per patient, and the
nursing home now houses 19 patients. He proposed to either build the porch out
flush with the existing bay -window, or put on a new front which would run all
the way across the building which would be an asset to the neighborhood, which
he preferred to do. At the present time there is no off-street parking provided
as there are very few visitors and parking isn't a problem. There is service
access from the alley. There were no objectors present.
A motion was made for approval of the Variance provided the addition to the front
of the building be constructed all the way across, and that off-street parking
be provided to comply with the City's parking ordinance. The motion was sec6noed
and passed unanimously.

was present. He stated that they are making an effort to get as much off-street
parking as possible, as Martin Street allows parking only on one side of the street,
and none on 12th Street. They have access to the alley which is paved.
A motion Was made for approval of the Variance provided that the parking area is
screened on the 12th Street side and on the east property line adjacent to resi-
dential district, and that the parking lot be hard surfaced. The motion was
seconded and passed unanimously.
Tract No. 4 - Z-1788

Mr. L. S. Woosley was present to represent the application which was deferred from the
February 15,1965 meeting. He repeated the statements that he made at the meeting
last month as to his reasons for requesting the Variances. There were no objectors
present. A motion was made for approval, which was seconded and passed.

Messrs. Bob Pitts and
Cooper Riley, architects, were present in the interest of.. this
application. There
were no objectors. They stated that they had decreased the '
capacity of the sanctuary
to 390 seats in an effort to conform to the parking require-
ments, but are still
short seventeen parking spaces; that they would like to construct
the sidewalk along Pine
Valley Road to the curb; that they do not object to the
screening and would
not out it in the City's right-6f way; that the Church would acquire
other property as it
becomes available.
A motion was made to approve the Variance of more than one building on a lot; that
parking be allowed in the Front Yard space only on the southeast corner adjacent

to the existing building; -that the provisions of the off-street parking ordinance
be met; that screening be required on any parking area which is adjacent or across
the street from residential property; and that sidewalks be constructed in accordance
wiith Ordinance 10,843. The motion was seconded and passed unanimously.

Mr. Lawrence Witherspoon, representing the applicant was present, as were five other
adjacent property owners who are concerned with the drainage problem which they
think would result from the development of this property. This case was deferred
at the last Board of Adjustment meeting so that the Public Works Department could
make an investigation of the over-all drainage problem in the area and make a report
to the Board at this meeting in an effort to solve the drainage situation which
would be satisfactory to all concerned. A letter was filed by Public Works Depart-
ment dated March 5, 1965 (see Case file) which indicated "we have found no indication
that the proposed development would overload the drainage system in Wilton Heights.
Paving of the entire site would add only 1 to 2 cfs of drainage to the system".
A motion was made to approve the development plan provided the drainage pipe leading
from this development is connected to the storm drainage pipe presently existing in
the drainage easement located on Lots 1 and 2, Wilton Heights, adjacent property on
the north. The motion was seconded and passed unanimously.

There was no one present to represent this application and no objectors present.
This case was deferred at last months- meeting at the request of the applicant
in order that he might get the Bill of Assurance amended which would allow this
Variance.
A motion was made to deny the application for Variance, which was seconded and
passed unanimously.

G.assic Homes of Little Rock -Z-1783 - Northwest_ corner of Ohio and Hughes Streets
This case was referred to the Planning Commissionwho gave approval of the develop-
ment plan, subject to the Staff approving the layout and meeting the objections of
the property owners. A meeting was held last week with Messrs. Charles Rule
and Walter Riddick, representing the objecting property owners, and Messrs. E. C.
Smith, the applicant, and Mr. de Noble of the Community Development Department,
and an agreement has been reached satisfactory to all concerned.
A motion was made to grant the Variances requested (See Agenda February 15, 1965)
provided there be no access to Hughes Street and screening be installed on the
north side adjacent to residential area, and all driveways be contained within
the property. The motion was seconded and passed unanimously.
There being no further business, the meeting was adjourned at 3:45 P. M.
