The need for this variance arises from the petitioner's having located two
emergency engine modules, housed in metal containers carrying Bell's standard
white with gold and blue stripes color scheme in the company's recently acquired
lot next to the Mohawk Switching Facility at Elm St. and Woodlawn Ave.
The modules provide the necessary back-up power supply should the normal commercial
energy be disrupted. It is expected that the present set-up will be required for
two to three years while upgrading of equipment is completed.
Neighbors have cited a concern for the aesthetics of the area and have approached
Southwestern Bell representatives regarding screening of the property. The company
prefers the use of evergreen shrubbery as a screen citing the softening effects on
possible noise should the modules be placed in service.
Staff recommends that the application be approved with the condition that some
screening be provided.
Board Action
The applicant was present and offered to answer questions from the Board. Bill
Rector was present to represent several neighboring property owners who filed a
petition outlining several concerns of the neighbors about parking, noise and
the applicant's apparent disregard for zoning requirements. Several others made
comments about the application and the applicant, including Bob Lapin, Mrs Lyle
Hayden and Mrs. James Campbell.
Following the lengthy discussion, the Board moved to approve the variances with
the condition that a brick wall be erected around the two engine modules to a
height equal to the height of the modules and that the modules be removed no
later than July 1, 1981.
The motion passed 6 ayes, 0 noes, 1 absent.
There being no further business, the meeting was adjourned at 2:50 P.M.
