15624 1 RESOLUTION NO. 15,624 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH RESTORE HOPE, IN AN AMOUNT NOT TO 5 EXCEED ONE HUNDRED NINETY-SEVEN THOUSAND, FIVE 6 HUNDRED NINETY-SIX DOLLARS ($197,596.00), TO PROVIDE 7 COMMUNITY VIOLENCE REDUCTION SERVICES AND ACTIVITIES 8 TO THE RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS, 9 TO REDUCE COMMUNITY VIOLENCE AND INCREASE PUBLIC 10 SAFETY; AND FOR OTHER PURPOSES. 11 12 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 13 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds 14 through the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City"); and, 15 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 16 Five Hundred Thousand Dollars($1,500,000.00),are listed as such use in the resolution; and, 17 WHEREAS,there has been an increase in criminal activity over the course of the Pandemic and the 18 City will respond to this activity as a Public Health Emergency by providing Community Violence 19 Reduction Services and Activities for the benefit of City residents, particularly in areas identified by the 20 Little Rock Police Department as "hot spots" in Wards 1, 2, 6, and 7, in an effort to increase positive 21 outcomes and the overall quality of life for the children, youth and families residing within the City of 22 Little Rock, Arkansas; and, 23 WHEREAS, Bid No. 1488 dated December 27, 2021, requested applications for Community 24 Violence Prevention Services that would become part of the Prevention, Intervention and Treatment 25 Programs conducted by qualified organizations located anywhere within City Limits; and, 26 WHEREAS, as a result of Bid No. 1488, Community Violence Reduction Services, ten (10) 27 applications, which met the minimum score for funding consideration, were selected by a Review 28 Committee;and, 29 WHEREAS, upon the formal adoption of this resolution, contracts will be negotiated, finalized and 30 executed with each of the qualified organizations within the amount of ARPA Funds that have been 31 identified for Community Violence Intervention Programs. 32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 33 OF LITTLE ROCK,ARKANSAS: Page I of 21 1 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement 2 with Restore Hope, in an amount not to exceed One Hundred Ninety-Seven Thousand, Five Hundred 3 Ninety-Six Dollars ($197,596.00), to provide Contractual Services and Activities designed to reduce 4 violence. 5 Section 2. Funds for this program is available from the first tranche of the City's Local Fiscal 6 Recovery Funds through the American Rescue Plan Act, Account No. 271159-G0316AR15C-63391. 7 Section 3. The term for such contract shall be for a period no longer than twelve (12) months to 8 begin March 1, 2022,through February 28, 2023,with a final report due March 31, 2023; further the City 9 ratifies, accepts and will compensate any work done between March 1, 2022, and the effective date of any 10 approved and executed contract in a form acceptable to the City Attorney as to legal form. 11 Section 4. All payments are conditioned upon entry into a contract for services; further, nothing in 12 this resolution limits the ability of the City, in its sole discretion,to procure similar services from another 13 vendor during the term of the contract authorized here. 14 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 16 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 18 resolution. 19 Section 6. Repealer.
