15619 1 RESOLUTION NO. 15,619 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH FABB44, IN AMOUNT NOT TO EXCEED 5 TWO HUNDRED THOUSAND DOLLARS ($200,000.00), TO PROVIDE A 6 DAY LABOR PROGRAM TO THE RESIDENTS OF LITTLE ROCK IN 7 AN EFFORT TO REDUCE COMMUNITY VIOLENCE AND INCREASE 8 PUBLIC SAFETY; AND FOR OTHER PURPOSES. 9 10 WHEREAS, Resolution No. 15,518 (August 3, 2021), stated the primary intended uses of a portion 11 of the first tranche of the City of Little Rock, Arkansas' allotment of Local Fiscal Recovery Funds 12 through the American Rescue Plan Act(ARPA); and, 13 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 14 Five Hundred Thousand Dollars ($1,500,000.00), are listed as a primary intended use in Resolution No. 15 15,518; and, 16 WHEREAS, there has been an increase in criminal activity over the course of the COVID-19 17 Pandemic and the City will respond to the Public Health Emergency by providing a Day Labor Program 18 for the benefit of City residents, particularly in areas identified by the Little Rock Police Department as 19 "Hot Spots",e.g. Wards 1,2, 6, and 7, in an effort to increase positive outcomes and the overall quality of 20 life for the children,youth, and families residing within the City; and, 21 WHEREAS, Bid No. 1489 requested applications for a Day Labor Program that would become part 22 of the Prevention, Intervention and Treatment Programs conducted by qualified organizations located 23 anywhere within City Limits; and, 24 WHEREAS, as a result of Bid No. 1489, Day Labor Program, one (1) application, which met the 25 minimum score for funding consideration,was selected by a Review Committee; and, 26 WHEREAS,upon the formal adoption of this resolution, a contract will be negotiated, finalized, and 27 executed with the qualified organization within the amount of ARPA Funds that have been identified for 28 Community Violence Intervention Programs. 29 NOW;THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 30 OF LITTLE ROCK,ARKANSAS: 31 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement 32 with FAB44, in an amount not to exceed Two Hundred Thousand Dollars ($200,000.00), to provide a 33 Day Labor Program. Funds for these programs are available from the first tranche of the City's Local Fiscal 2 Recovery Funds through the American Rescue Plan Act,Account No. 271159-G6AR15B-63391. 3 Section 3.The term for the contract listed in Section 1 of this resolution shall be for a period no long- 4 er than twelve (12) months. The program will operate between March 1, 2022, through February 28, 5 2023, with the final report due March 31, 2023, with an understanding that the City ratifies, accepts and 6 will compensate any work done between March 1, 2022, and the effective date of the approved, executed 7 contract. 8 Section 5. All payments are conditioned upon entry into a contract for services that are in a form 9 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 10 offer similar services to any vendor during 2022 if, in its sole discretion, it decides to do so. 11 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 12 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 13 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 15 resolution. 16 Section 7. Repealer.
