3 A RESOLUTION TO EXPRESS SUPPORT FOR A MILLAGE INCREASE
4 FOR THE CENTRAL ARKANSAS LIBRARY SYSTEM, WITHIN THE
5 CORPORATE LIMITS OF THE CITY OF LITTLE ROCK,
6 ARKANSAS; AND FOR OTHER PURPOSES.

8 WHEREAS, in 2007,pursuant to Little Rock,Ark.,Ordinance No. 19, 827(September 18,2007)and
9 Little Rock, Ark., Ordinance No. 19,830 (October 2, 2007), the City authorized a successful election to
10 increase the millage collected pursuant to Amendments 30 and 72 to the Arkansas Constitution for the
11 Central Arkansas Library System("CALS")to 3.30 mills; and,
12 WHEREAS,in the fourteen(14)years since that time,two(2)new libraries have been opened,as well
13 as a theater,three(3)libraries have been expanded and these facilities,as well as new digital technologies,
14 ha'e increased the costs necessary to maintain a Modern Library System; and,
15 WHEREAS, the City authorized an election to increase the millage 3.80 mills in Little Rock, Ark.,
16 Ordinance No.20,022(August 3,2021);and,
17 WHEREAS, additional technology purchases, such as tablets, laptops and Internet hotspots, will
18 provide staff and patrons with critically important programs,as well as permitted the purchase of additional
19 books, e-books, and other materials.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The Board of Directors strongly endorses the increased millage for CALS to 3.8-mills and
23 en ourages all electors of the City to vote in favor of this increased millage during the election to be held
24 No ember 9,2021.
25 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
29 ordinance.
30 Section 3. Repealer. All laws, ordinances,resolutions, or parts of the same that are inconsistent with
31 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
