3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXTEND
4 THE CONTRACT WITH UNITED HEALTHCARE,IN AN AMOUNT NOT
5 TO EXCEED EIGHTEEN MILLION DOLLARS ($18,000,000.00), TO
6 PROVIDE GROUP HEALTH INSURANCE COVERAGE FOR CITY
7 EMPLOYEES FOR THE PERIOD JANUARY 1, 2022, TO DECEMBER 31,
8 2022; AND FOR OTHER PURPOSES.

10 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the
11 Insurance Broker selected through the professional service process would have the ability to conduct any
12 competitive selection process for the City of Little Rock's ("City") insurance needs in Little Rock, Ark.,
13 Ordinance No.21,442(July 5, 2017); and,
14 WHEREAS,JTS Financial,the City's properly selected Insurance Broker, issued two(2)bids for the
15 City's Health Insurance needs which included, among other things, proposals for a traditional insurance
16 policy, and proposals for a self-insured plan; and,
17 WHEREAS, the Board of Directors adopted Little Rock, Ark. Resolution No. 14,443 (November 1,
18 2016)to authorize the City Manager to enter into an agreement with United Healthcare for Group Health
19 Insurance for the period of January 1,2017,to December 31,2017,that included a renewal clause for seven
20 (7)additional renewal years; and,
21 WHEREAS, this resolution authorizes the City Manager to extend the agreement with United
22 Healthcare for Group Health Insurance for the period of January 1, 2022, to December 31, 2022, for an
23 amount not to exceed Eighteen Million Dollars($18,000,000.00)for the Basic Plan,with shared cost of the
24 Dependent Coverage with the employee, and to have available for employees two (2) Buy-up Plans for
25 additional coverage;this is year six(6)of seven(7)years.
26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The City Manager is authorized to enter into an agreement for the 6th year extension with
29 United Healthcare for the period of January 1, 2022, to December 31, 2022, in an amount not to exceed
30 Eighteen Million Dollars($18,000,000.00)for the Basic Plan,with shared cost of the Dependent Coverage
31 with the employee, and to have available for employees two(2)Buy-up Plans for additional coverage.
32 Section 2. Funds for the Health Insurance Program extension shall be available from a line item for
33 Group Health Care Insurance in the 2022 Budget.

l Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 ordinance.
6 Section 4.Repealer. All laws,ordinances, resolutions, or parts of the same that are inconsistent with
7 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
