15531 1 RESOLUTION NO. 15,531 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH THE ARKANSAS REGIONAL 5 COMMISSION, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED 6 FOURTEEN THOUSAND,NINE HUNDRED EIGHTY-THREE DOLLARS 7 ($114,983.00), FOR HOUSING OPPORTUNITIES FOR PERSONS WITH 8 AIDS (HOPWA), FOR A ONE (1)-YEAR PERIOD; AND FOR OTHER 9 PURPOSES. 10 11 WHEREAS, the City of Little Rock, Arkansas, receives an annual allocation of Housing 12 Opportunities for Persons with AIDS (HOPWA) Funds from the U.S. Department of Housing & Urban 13 Development(HUD);and, 14 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to 15 administer the Housing Opportunities for Persons with AIDS (HOPWA) Program for a six (6)-County 16 area including: Pulaski; Faulkner; Saline; Lonoke; Perry; and Grant Counties;and, 17 WHEREAS, funding through the HOPWA Program was designated for housing assistance and 18 appropriate supportive services for low-income persons HIV positive; and, 19 WHEREAS,the City issued a Request for Qualifications dated January 8, 2019, to procure a service 20 provider of the HOPWA assistance;and, 21 WHEREAS, on February 12, 2019, the Arkansas Regional Commission was selected by the 22 Selection Committee to provide HOPWA services for a one(1)-year term,with the City's option to renew 23 the term two(2)times in one(1)-year increments for Faulkner County. This is the last renewal of the two 24 (2)-year option to renew; and, 25 WHEREAS, the Arkansas Regional Commission will provide Tenant-Based Rental Assistance, 26 Short-Term Rent, Mortgage, and Utilities Assistance, Permanent Housing Placement Services, and 27 Supportive Services in Faulkner County; and, 28 WHEREAS,the City receives an annual allocation of HOPWA Funds from HUD, and the contract is 29 consistent with the City's adopted Citizen Participation Plan and the Consolidated Planning Committee 30 and the recommended sources and uses of the City's 2020 HUD Entitlement Funds. 31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 32 OF LITTLE ROCK,ARKANSAS: 33 Section 1. The Board of Directors hereby approves funding to the Arkansas Regional Commission of 34 One Hundred Fourteen Thousand, Nine Hundred Eighty-Three Dollars ($114,983.00), for a one (1)-year [Page 1 of 2] 1 term, with the right to terminate the agreement upon completion of the Federally-Funded Housing 2 Programs. 3 Section 2. The recommended sources for funding and uses are from the City's 2020 HUD 4 Entitlement Funds. 5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 9 resolution. 10 Section 4. Repealer.
