3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A PROFESSIONAL SERVICES CONTRACT WITH THE
5 CENTER FOR PUBLIC SAFETY MANAGEMENT, LLC, IN AN
6 AMOUNT NOT TO EXCEED EIGHTY-SEVEN THOUSAND, FIVE
7 HUNDRED DOLLARS ($87,500.00), FOR A COMPREHENSIVE
8 STAFFING STUDY OF POLICE SERVICES FOR THE LITTLE ROCK
9 POLICE DEPARTMENT; AND FOR OTHER PURPOSES.

11 WHEREAS, In 2020, the Little Rock Police Department (LRPD) solicited the Request For
12 Qualifications to conduct a Comprehensive Staffing Study to provide in part a summary of findings: to
13 benchmark the LRPD's staffing issues;recommend potential solutions;and,to make a recommendation for
14 personnel assignments to each of the three(3)Bureaus that make up the Department;and,
15 WHEREAS,The Center for Public Safety Management,LLC(CPSM),was determined to be the most
16 qualified responder of the five(5)responses received to the annual professional Statement of Qualification
17 process,Event No. 877.
18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. The City Manager is hereby authorized to enter into a contract with The Center for Public
21 Safety Management, LLC, for a Comprehensive Staffing Study, in an amount not to exceed Eighty-Seven
22 Thousand, Five Hundred Dollars($87,500.00).
23 Section 2. Funding for the services is available from the Federal Asset Forfeiture(Equitable Sharing
24 Program).
25 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word,of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
29 resolution.
30 Section 4. Repealer. All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
31 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
