3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT AMENDMENT WITH SHOTSPOTTER,INC.,(D/B/A
5 SST,INC.),FOR A TOTAL AMOUNT NOT TO EXCEED TWO HUNDRED
6 EIGHTY-SEVEN THOUSAND, THREE HUNDRED NINETY-THREE
7 DOLLARS ($287,393.00), FOR THE RENEWAL OF THE WIDE AREA
8 GUNSHOT DETECTION SERVICE FOR THE LITTLE ROCK POLICE
9 DEPARTMENT; AND FOR OTHER PURPOSES.

11 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service
12 Equipment Grants; and,
13 WHEREAS,the Little Rock Police Department entered into an initial contract with ShotSpotter,Inc.,
14 (d/b/a SST, Inc.) ("ShotSpotter") dated August 10, 2018, and requests authorization to amend the Annual
15 Flex Subscription Services Contract for an two (2) additional one (1)-year terms, December 19, 2020,
16 through, and including, December 18, 2022, for coverage of two (2) square-miles and to coordinate or
17 co-term the renewal of the Annual API Subscription Services, June 14, 2021, through, and including,
18 December 18,2022;and,
19 WHEREAS, ShotSpotter operates on the principle of multilateration, based upon the precise time the
20 sound of gunfire arrives at each sensor utilizing audio sensors installed on top of buildings or on poles in
21 the designated service area; and,
22 WHEREAS, SST, Inc., is the exclusive provider for ShotSpotter Flex, the cloud-based, subscription
23 managed service offering,which includes warranty,maintenance and support services on its system;and,
24 WHEREAS, multiple sensors pick up on the gun shot's sound and transmits data to the SST cloud-
25 based server, where the company's proprietary software analyzes the data to classify the incident and
26 determine the exact location, transmits the data to the SST "Incident Review Center" within seconds an
27 SST professional reviewer analyzes data and recordings to confirm gunfire before the alert of shots fired,
28 map location and audio data of the shooting is sent directly to the City's Police Dispatch Workstations and
29 Patrol Officers in-vehicle computers and smartphones; and,
30 WHEREAS,it is critical that the Little Rock Police Department be equipped and trained with reliable
31 forms of response intervention equipment to preserve public safety; and,
32 WHEREAS,the total cost of the purchase is Two Hundred Eighty-Seven Thousand, Three Hundred
33 Ninety-Three Dollars ($287,393.00) with Year 1 funding to be provided by the 2017 TIPS Grant, and
34 additional funding provided from the Crime Guns Grant.

1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City Manager is authorized to enter into a Contract Amendment with ShotSpotter,Inc.,
4 d/b/a SST,Inc.to provide two(2)additional one(1)-year contract terms,December 18,2020,through,and
5 including, December 18, 2022, for coverage of two (2) square-miles and to coordinate or co-term the
6 renewal of the Annual API Subscription Services, June 14, 2021, through, and including, December 18,
7 2022, with ShotSpotter, Inc., d/b/a SST, Inc. for the purchase of a Wide-Area Gunshot Detection Service
8 in the amount not to exceed Two Hundred Eighty-Seven Thousand, Three Hundred Ninety-Three Dollars
9 ($287,393.00).
10 Section 2. Year 1 Funding for this expenditure will be provided by the 2017 TIPS Grant, with
11 additional funding provided from the Crime Guns Grant.
12 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
16 resolution.
17 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
18 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
