3 A RESOLUTION TO AUTHORIZE THE CITY MANGER TO ENTER
4 INTO CONTRACTS TO PROVIDE PREVENTION, INTERVENTION
5 AND TREATMENT FUNDS FOR POSITIVE PREVENTION PROGRAMS
6 FOR 2021, AS ENDORSED BY THE COMMISSION ON CHILDREN,
7 YOUTH AND FAMILIES; AND FOR OTHER PURPOSES.

9 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
10 Intervention Dollars that will benefit children,youth and families within the City; and,
11 WHEREAS, Positive Prevention Programs are part of the Prevention and Youth Intervention
12 Programs conducted by non-profit and faith-based organizations which may be located anywhere within
13 the City; and,
14 WHEREAS, after the issuance of a request for proposals for these services, fifteen (15) applicants
15 bid for Positive Prevention Programs in Bid No. 1107; and,
16 WHEREAS, Review Committees met to evaluate the qualifications and responses of the various
17 non-profit, and faith-based organizations, of which twelve (12) applicants met the minimum scores for
18 funding consideration; and,
19 WHEREAS,the Commission on Children, Youth and Families met to review the recommendations;
20 and endorse the organizations listed in Section 1 below to provide Afterschool/Out-of-School Time
21 Prevention Programs for a contract term of May 1, 2021, through August 31, 2021, in an amount not to
22 exceed Forty Thousand Dollars($40,000.00)per each program; and,
23 WHEREAS, upon the adoption of this resolution, contracts will be finalized and executed with the
24 organizations.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The City Manager is authorized to enter into a Contract with the following twelve (12)
28 entities listed for 2021 to provide Positive Prevention Programs in an amount not to exceed Forty
29 Thousand Dollars($40,000.00)per program:

10 Section 2. Funds for these programs are available in the 2021 Budget for the Community Programs
11 Department,Account No. 108159-S 15C274.
12 Section 3.The term for each contract listed in Section 1 above shall be for a period no longer than six
13 (6) months. The programs will operate up to six months, between March 1, 2021, through August 31,
14 2021, with the final report due September 30, 2021, with an understanding that the City ratifies, accepts
15 and will compensate any work done between March 1, 2021, and the effective date of the approved
16 contract.
17 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
18 acceptable to the City Attorney.
19 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
20 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
21 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and
22 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
23 resolution.
24 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
25 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
