3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH GARVER,LLC,IN AN AMOUNT NOT TO
5 EXCEED NINETY-NINE THOUSAND, FIVE HUNDRED SIXTY-TWO
6 DOLLARS ($99,562.00), FOR THE 2021 LITTLE ROCK
7 INFRASTRUCTURE IMPROVEMENT STUDY; AND FOR OTHER
8 PURPOSES.

10 WHEREAS,it has been deemed desirable that the City of Little Rock,Arkansas,examine alternatives
11 and put in place a system to guide future decision making in the selection and prioritization of possible
12 future capital projects for streets,drainage and pedestrian access improvements; in a manner that considers
13 a broad range of criteria ranging from safety, economic development impact, congestion reduction, bike
14 and pedestrian infrastructure, reduce maintenance, flooding, social impacts, equity, environmental
15 implications, land use,public transit and intermodal transportation; and,
16 WHEREAS, Garver, LLC, has been selected pursuant to an annual professional Statement of
17 Qualification process,Bid No. 18179(Phase 1)and Bid No. 1063(Phase 2)to provide Engineering Services
18 for this study.
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is hereby authorized to enter into a contract with Garver, LLC, for
22 Professional Engineering Services for the Phase 2 Little Rock Infrastructure Study in an amount not to
23 exceed Ninety-Nine Thousand, Five Hundred Sixty-Two Dollars($99,562.00).
24 Section 2. Funding for this contract is available from the Street Fund Budget.
25 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
29 resolution.
30 Section 4. Repealer.All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
31 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
