3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 21,817 (DECEMBER 3, 2019), TO ADJUST THE FISCAL YEAR 2020
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET
7 FUND, VEHICLE STORAGE FUND AND WASTE DISPOSAL FUND; TO
8 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

10 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas, in Little
11 Rock, Ark., Ordinance No. 21,817 (December 3, 2019); and,
12 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
13 Fund, Street Fund, Fleet Fund, Vehicle Storage Fund, Waste Disposal Fund, and Parking Garages Fund,
14 and where necessary to authorize the increase or decrease in the Fiscal Year 2020 line items for these and
15 other matters, and,
16 WHEREAS,such adjustments were made in Little Rock, Ark., Ordinance No. 21,848 (April I,2020)
17 and in Little Rock, Ark., Ordinance No. 21,918 (November 2, 2020) to reflect operational changes in the
18 General Fund, Street Fund, Fleet Fund, Vehicle Storage Fund, Waste Disposal Fund, and Parking Garages
19 Fund; and,
20 WHEREAS, the Mayor, City Manager and the Director of Finance & Treasurer, in compliance with
21 City budget and financial reporting policies, have reviewed these adjustments and recommend them to the
22 Board of Directors for approval.
23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. General Fund. Section 5 of Little Rock, Ark.,Ordinance No.21,817(December 3,2019),
26 as amended by Little Rock,Ark.,Ordinance No.21,848(April 1,2020)and by Little Rock,Ark.,Ordinance
27 No. 21,918 (November 2, 2020), is hereby amended to reflect an increase in the General Fund Operating
28 Resources amount of Five Hundred Thousand Dollars ($500,000.00) to Two Hundred Four Million, Five
29 Hundred Thirty-Nine Thousand,Two Hundred and Fifty-Three Dollars($204,539,253.00), and to increase
30 the operating budgets for General Fund Departments by Five Hundred Thousand Dollars($500,000.00)to
31 Two Hundred Four Million, Five Hundred Thirty-Nine Thousand, Two Hundred and Fifty-Three Dollars
32 ($204,539,253.00).
33 Section 2. Street Fund. Section 5 of Little Rock, Ark.,Ordinance No.21,817(December 3,2019),as
34 amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020)and by Little Rock, Ark., Ordinance

1 No.21,918(November 2,2020), is hereby amended to reflect an increase in the operating budget for Street
2 Fund Departments of Four Million, Six Hundred Thirteen Thousand, Eight Hundred Seventy-Five Dollars
3 ($4,613,875.00) to Twenty-Five Million, Nine Hundred Sixty-Five Thousand, Thirty-Three Dollars
4 ($25,965,033.00).
5 Section 3. Records. The Director of Finance & Treasurer is directed to maintain appropriate records
6 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
7 provided to the Board of Directors on December 8, 2020.
8 Section 4. Severability. In the event any title,section,paragraph, item,sentence,clause,phrase,
9 or word of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration
10 or adjudication shall not affect the remaining portions of the ordinance which shall remain in full
11 force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
12 originally a part of the ordinance.
13 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
14 ordinance are hereby repealed to the extent of such inconsistency.
15 Section 6. Emergency Clause. The City's ability to properly maintain its budgets and to account for
16 its funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared
17 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
