3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REVISED CODE §
4 2-243(a)(2)(z) (1988) TO REMOVE YOUTH INTERVENTION AND
5 PREVENTION SERVICES FROM THE APPROVED LIST OF
6 PROFESSIONAL SERVICES FOR THE CITY OF LITTLE ROCK,
7 ARKANSAS, AND FOR ITS VARIOUS BOARDS AND COMMISSIONS;
8 AND FOR OTHER PURPOSES.

10 WHEREAS, Ark. Code Ann. § 19-11-801, regarding the designation of professional services,
11 authorizes a political subdivision to include as professional services such professional services as the
12 political subdivision shall designate by two-thirds vote of its governing body; and,
13 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, declared the provision of
14 Youth Intervention and Prevention Services to be a professional service by adoption of Ordinance
15 No.19,917 (February 5, 2008); and,
16 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, finds competitive selection
17 based on price or cost bidding for the provision of Youth Intervention and Prevention Services is more
18 practicable, feasible, and, if based solely on price, would result in an outcome that would meet the best
19 interests of the City; and,
20 WHEREAS,for the provision of Youth Intervention and Prevention Services,this competitive bidding
21 on an ongoing basis is appropriate.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK ARKANSAS:
24 Section 1.Little Rock,Ark.,Rev.Code§2-243(a)(2)(z)(1988)is hereby amended to delete subdivision
25 (z)and read as follows:
26 (2) All services declared to be a professional service if done for or on behalf of the City, its
27 Boards,Commissions or Authorities, including the following:
28 (z) -. . . . _ . • - - _ ' • .
29 Section 2. Severability. In the event any portion of this ordinance is declared or adjudged to be invalid
30 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
31 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
32 unconstitutional was not originally a part of this ordinance.
33 Section 3. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
34 the provisions of this ordinance,are hereby repealed to the extent of such inconsistency including, but not
